133 nomadic families living in Banaskantha’s Juna Deesa have been building their houses with the combined support of Government and VSSM as well as some of their small savings. It should be noted that the government’s aid reaches these families in three instalments and there are certain criterion that need to be fulfilled before the each instalment cheques are released. The first instalment for all these families was released a couple of months ago. 

On 5th April 22 families received second instalments amounting to Rs. 15,000 each and 39 families received second instalment payments amounting to Rs. 42,000.  Ironically, 67 of these families are entitled to receive 45,000 as government housing aid while the remaining of them will receive Rs. 70,000. The difference is due to the timing of the applications made. The families are receiving the instalments at the same time but since their applications were submitted in different period it has resulted into the discrepancy in the total amount of aid sanctioned to each family. 

In year 2014 the government increased the available support under the Pandit Deendayal Awas Yojna to Rs. 70,000 which earlier was just Rs. 45,000. The increase was consequent to the numerous appeals made by VSSM on the challenges of constructing a livable  house in amount as less as Rs. 45,000. The applications filed before the new regulation came into effect receive Rs. 45,000 where as the ones who applied after the modification receive Rs. 70,000. 

We have made numerous appeals to the concerned  local authorities to consider increasing the amount since the sanction of all these applications was after the new regulation came into effect. But it seems the local officials are finding it difficult to comprehend the challenges a family faces in building a decent abode in amount as  less as Rs. 45,000!!! The answer we are always given is “we can’t do that!!”

Nonetheless, we are thankful to the government for the land and whatever amount it has sanctioned to enable building a house for these families living under abject poverty…..

વિચરતી જાતિના લોકોને મકાન સહાયના ચેક મળ્યા.

બનાસકાંઠાના જુના ડીસામાં રહેતા 133 વિચરતા પરિવારો પોતાના ઘરો બાંધવાનું કામ વિચરતા સમુદાય સમર્થન મંચ અને સરકારની મદદથી કરી રહ્યા છે. આ પરિવારો પોતે પણ નાની નાની બચત કરીને ઘર બાંધકામમાં આ રકમ ઉમેરતા જાય છે.

સરકાર દ્વારા ત્રણ હપ્તામાં આ પરિવારોને મકાન સહાય ચૂકવાય છે જેમાંનો પહેલો હપ્તો બધાને મળી ગયો હતો. તા.5 એપ્રિલના રોજ 22 પરિવારોને 15,000 લેખે તથા 39 પરિવારોને 42,000 લેખે બીજા હપ્તાના ચેકની ચુકવણી થઈ. મુળ તો 133માંથી 67 પરિવારોને 45,000 મકાન સહાય મળી અને બાકીના પરિવારોને 70,000 લેખે મકાન સહાય ચુકવાશે. સરકારની કેટલીક આંટી ઘૂંટીઓ એવી છે જે સરળતાથી સમજાતી નથી. જેમ કે આ મકાન સહાયની રકમની બાબત જ લઈએ તો. મકાન સહાય જે રુ.45,000 પ્રમાણે ચુકવાતી હતી તે વખતે 67 નટ પરિવારોએ મકાન સહાય મેળવવા અરજી કરી અને તેમને 45,000 પ્રમાણે મકાન સહાયના હપ્તા ચુકવાયા. 45,000 ઘર બાંધકામ માટે ખુબ નાની રકમ કહેવાય એટલે એ વધે એ માટે રજુઆતો પછી રકમ વધીને 70,000 થઈ અને બાકીના પરિવારોએ આ રકમ વધારા પછી અરજી કરી એટલે એમને 70,000 પ્રમાણે હપ્તા ચુકવાયા.

ઉપરોક્ત ચેક વિતરણમાં રકમ સંદર્ભે જે ફેરફાર દેખાય છે. તે સરકારી સ્તરની આ ગરબડ છે. નવી વધારેલી રકમ પ્રમાણે જે પરિવારોના મકાનનું કામ ચાલુ છે તે તમામ પરિવારોને મકાન સહાય ચુકવાય તો આ પરિવારોને ઘણો ફાયદો થાય. અમે રજૂઆતો પણ કરી પણ કોણ સાંભળે.. અમે ના કરી શકીએ બસ એક જ જવાબ..

ખેર જમીન મળી અને જે પણ મકાન સહાય મળી તે માટે સરકારનો આભાર..

On 1st November 2011 the state government sanctioned residential plots to  the vansfoda Vadee families living in Banaskantha’s Kankrej block ironically though, these families are still awaiting assistance from the government to begin construction of houses  on the allotted plots to them almost. VSSM team and the families have made numerous requests and continuous follow up to the issue but every time the answer that they receive from the concerned authorities is that they do not have grant to release!! Such replies make us wonder ‘if during the past 4 years no houses have been built under the Indira Awas Yojna in the village of Kankrej??’ It is hard to believe that there is such severe lack of funds. The picture below reflects the current living conditions of the families awaiting government aid to begin construction of their houses….

We have made one more appeal for an immediate release of housing funds for these families.. hope the authorities pay heed to the request this time

વાદી પરિવારોને ઝડપથી મકાન સહાય મળે એ માટે vssm દ્વારા રજૂઆત કરવામાં આવી..

બનાસકાંઠાના કાંકરેજ તાલુકાના ઉણગામમાં વાદી પરિવારોને રાજ્ય સરકાર દ્વારા તા.૧ નવેમ્બર ૨૦૧૧ના રોજ રહેણાંક અર્થે પ્લોટ ફાળવ્યા હતા. પણ પ્લોટ પર મકાન બાંધવા મકાન સહાય આજ દિન સુધી આપી નથી. આ સંદર્ભે અમે ખુબ રજૂઆતો કરી છે પણ ગ્રાન્ટ ના હોવાનું દરેક વખત સ્થાનિક અધિકારી દ્વારા કહેવામાં આવે છે. જાણે ૨૦૧૧ થી ૨૦૧૬ સુધીમાં કાંકરેજમાં ઇન્દિરા આવાસ યોજના અંતર્ગત કોઈ મકાન જ નહિ બન્યા હોય? ગ્રાન્ટ નથી એ વાત તદન અયોગ્ય છે. આ પરિવારો ખુબ ખરાબ હાલમાં રહે છે એ જે સ્થિતિમાં રહે છે જે જોઈ શકાય છે. 

આ પરિવારોને તત્કાલ મકાન બાંધકામ માટે સહાય મળે એ માટે રજૂઆતો કરી છે જોઈએ પરિણામ ક્યારે આવે છે.
