After continuous follow ups the  8 Vansfoda families of Jesda received residential plots, the families did face resistance from the locals who encroached the allotted land but that matter is also being addressed after our persistent lobbying to the concerned authorities  against these vested interest groups. Gradually things are shaping up to be normal for these families. 

The construction work for their new homes has commenced with the digging of foundations. The families shall  be receiving Rs. 70,000 each under the Pandit Dindayal Housing scheme, the amount is nowhere enough to meet even the basic construction cost. VSSM, through the support it receives from its well-wishers will be supporting these families.We believe that it is important these families contribute towards building their own homes but for now it seems impossible. Their economic condition is extremely poor and sources of earning are erratic. Traditionally the Vansfoda’s earned their living by making bamboo baskets. There has been a gradual decline in  the supply of raw material and the demand for their products. Today machine made cheap plastic has replaced hand made baskets. The Vansfoda community has also picked up selling plastic tubs, buckets, baskets etc. Income from this is extremely meagre. So how can they contribute towards building their own homes has been a big question??

The answer to this dilemma came when The Kalupur Cooperative Bank, our constant partner, volunteered to provide loan of Rs. 15,000 to each of the family. The loan will be repaid through an EMI of Rs. 500 each. The families have began saving Rs. 20 everyday so that paying the monthly instalment doesn’t become cumbersome.

પાટણ જીલ્લાના સમી તાલુકાના જેસડા ગામમાં રહેતા ૮ વાંસફોડા પરિવારોને vssmની સતત રજૂઆતના કારણે  રહેણાંક અર્થે પ્લોટ ફાળવવામાં આવ્યાં. હા ગામ સાથે થોડો સંઘર્ષ પણ રહ્યો.. એમણે ફાળવેલા પ્લોટ પર જવાની જગ્યા પર ગામના ખેડૂતોએ દબાણ પર કરી દીધેલું પણ હવે ધીમે ધીમે બધું થાળે પડ્યું. આ પરિવારોના મકાનના પાયા ખોદાઈ રહ્યા છે. સરકાર ‘પંડિત દિનદયાળ આવાસ યોજના’ અંતર્ગત આ પરિવારોને ઘર બાંધવા માટે રૂ.૭૦,૦૦૦ આપશે. પણ આજની મોંઘવારીમાં આટલી રકમમાંથી કંઈ ઘર બની ના શકે. vssm પણ આ પરિવારોને ઘર બાંધવા માટે મદદ કરશે. પણ આ પરિવારો પણ પોતાનાં ઘર બાંધવામાં પોતાનું યોગદાન આપે તે જરૂરી છે. પણ આર્થિક હાલત આ પરિવારોની નાજુક છે એ પણ હકીકત છે. 

જેસડામાં રહેતાં વાંસફોડા પરિવારો પહેલાં વાંસમાંથી સુડલા ટોપલા બનાવવાનું કામ કરતા પણ વાંસ મોંઘો થતાં એમાંથી મળતર સાવ ઘટી ગયું. વળી પ્લાસ્ટીકનું ચલણ વધતા લોકો વાંસની વસ્તુ કરતાં પ્લાસ્ટીકના તબકડા વગેરે ખરીદવાનું વધારે પસંદ કરે.. એટલે આ પરિવારોએ પણ વાંસકામ બંધ કરીને પ્લાસ્ટીકના તબકડા, ડોલ, ટબ વેચવાનું શરુ કર્યું. આખો દિવસ રઝળપાટ કરે ત્યારે ખાવા જોગું નીકળે એવી હાલતમાં જીવતા આ પરિવારો પોતાનું ઘર બાંધવા પોતાનું યોગદાન કેવી રીતે આપે. આ બધી મીઠી મૂંઝવણનો એક રસ્તો નીકળ્યો.. કાલુપુર બેંક જે vssm ના કામોમાં સતત સહભાગી બને છે એમાંથી રૂ.૧૫,૦૦૦ ની લોન લેવાનું આ પરિવારોએ નક્કી કર્યું અને માસિક હપ્તો રૂ.૫૦૦ નક્કી કર્યો.. આ પરિવારોએ પણ રોજ થતી આવકમાંથી ઓછામાં ઓછા રૂ.૨૦ ગલ્લામાં ભેગા કરવાનું નક્કી કર્યું છે જેથી દર મહીને બેન્કનો હપ્તો ભરવામાં મુશ્કેલી ના પડે. તા. ૧૩/૦૭/૧૫ના રોજ બેન્કમાંથી આવેલા કર્મચારીએ ૮ માંથી ૭ પરિવારો કે જેમણે લોન લેવાની ઈચ્છા દર્શાવી હતી એમના લોન માટેના ફોર્મ ભર્યા જે ફોટોમાં જોઈ શકાય.

બસ હવે વગડામાંથી વહાલપની વસાહતમાં આ પરિવારો ઝટ પહોચશે...

Our efforts of last couple of years to get residential plots allotted to 14 nomadic families of Ratila village in Banaskantha’s Diyodar block haven’t got us closer to the outcome but has made the situation more complex. The local authorities had been unnecessarily delaying the matter but the repeated presentations by VSSM led to  governmental approval which made us believe that the families will soon receive plots. The government approval also made the village leadership and other vested interest groups  jittery leading to their opposing the allotment of land to these nomadic families.

The Government of Gujarat during its  the 50th year celebration of Gujarat Day had pledged to allot plots and support construction of homes to all those families who feature in the BPL list. These 14 families also feature in the BPL list and still they are refused a small piece of land. In November 2014 when we spoke to the Banaskantha district collector he took personal interest and directed the concerned department to speed up the allotment process.

The Village Panchayat opposed the decision and terming it as unconstitutional when the TDO initiated the process of actually allotting the plots. However the resistance was ignored and the order to allot plots was issued.

Now when the process of issuing permits has ben initiated the Sarpanch is refusing to sign the documents. The TDO has written to the District Development Officer requesting him to take action under under section 57 (1) of Sarpanch and Gram Panchayat legislation of 1993. The continuous resistance against the permanent settlement of nomadic communities,  from one or the another village amazes us. Today during the  Gramsabha  organised in the village of Ratila, issuing the permits to the nomadic families at the earliest was mentioned …lets see what happens now…...

બનાસકાંઠાના દિયોદરના રાંટીલાગામમાં રહેતા વિચરતા સમુદાયના ૧૪ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે છેલ્લા બે વર્ષથી પ્રયત્ન કરીએ છીએ.પરંતુ, કોણ જાણે આ કામ વધારેને વધારે અટવાતું જાય છે. અત્યાર સુધી સરકારી સ્તરે આ પરિવારોને પ્લોટ ફાળવણીમાં વિલંબ થઇ રહ્યો હતો. પણ vssm દ્વારા વારંવાર રજુઆતો કરવામાં આવતા આખરે સરકારી સ્તરેથી મંજૂરી મળી. એટલે અમને લાગ્યું બસ હવે તો પ્લોટનો કબજો મળવાને જ વાર છે પણ ત્યાં તો ગામના સરપંચ અને ગામના બીજા કેટલાક માથાભારે તત્વોએ પ્લોટ ફાળવણી સામે વિરોધ નોંધાવ્યો.

આમ તો સરકારે જાહેર કરેલી ૦ થી ૧૬ની બી,પી.એલ. યાદીમાં આ પરિવારોનો સમાવેશ થયો છે અને રાજ્ય સરકારે ગુજરાતની સ્થાપનાને ૫૦ વર્ષ પૂર્ણ થયા તે વર્ષે કરેલી ઉજવણીમાં બી.પી.એલ. યાદીમાં સમાવેશ કર્યો હોય તેવા તમામ પરિવારોને પ્લોટની ફાળવણી કરી ઘર બાંધવા માટે પણ આર્થિક સહાય કરવાનો સંકલ્પ કર્યો હતો. જેને હવે વર્ષો થઇ ગયા છતાં રાંટીલાના પરિવારો તો પ્લોટ વગરના જ રહ્યા. કલેકટર શ્રી બનાસકાંઠા સાથે નવેમ્બર ૨૦૧૪માં બેઠક થઇ તે વખતે પ્લોટ- ઘર વિહોણા બી.પી.એલ. યાદીમાં સમાવિષ્ટ પરિવારોને પ્લોટ ફાળવ્યા નથી તે અંગે વાત કરી. તેમણે અંગત રસ લીધો અને આ પરિવારોને ઝડપથી પ્લોટ ફાળવી આપવા સલંગ્ન વિભાગને સૂચના આપી.

તાલુકા વિકાસ અધિકારીએ આ પરિવારોને પ્લોટ ફાળવવાની કામગીરી શરૂ કરી તે વખતે ગ્રામ પંચાયતે વિરોધ કર્યો, ગેરબંધારણીય કહી શકાય તેવો ઠરાવ પણ કર્યો, પણ કશું ચાલ્યું નહીં પ્લોટ ફાળવણીનો હુકમ થઇ ગયો.

હવે આ પરિવારોને સનદ મળવાની પ્રક્રિયા આરંભવાની થાય. પણ સરપંચ સનદોમાં સહી કરવાની નાં પાડે છે. તાલુકા વિકાસ અધિકારીએ આ અંગે જિલ્લા વિકાસ અધિકારીને લખ્યું અને સરપંચ સામે ગ્રામપંચાયત અધિનિયમ ૧૯૯૩ની કલમ ૫૭ (૧) મુજબ કાર્યવાહી કરવા વિનંતી કરી છે. જેની નકલ આ સાથે સામેલ છે.

સમાજ દ્વારા વિચરતા પરિવારોના વસવાટ સામે વિરોધ થાય તે નવાઈની વાત નથી પણ હજુ પણ આપણા દેશમાં આવી ઘટનાઓ બને છે તેની જરૂર નવાઈ છે.. આજે (૧૬-૧૫)નાં રોજ તાલુકા અધિકારીની હાજરીમાં રાંટીલામાં ગ્રામસભાની બેઠક થઇ.. અને તેમાં પણ ઝડપથી પ્લોટની સનદો આપવા અંગે જ વાત થઇ જોઈએ હવે શું થાય છે..

The 74 nomadic families of Juna Deesa weren’t receiving possession to the residential plots they had been allotted quite some time ago.The administration of Banaskantha is extremely supportive of our activities and yet this case had been lost in the bureaucratic maze. VSSM also spoke to the Chief Minister of Gujarat Smt. Anandiben Patel on this issue and explained her the entire tangle.  She was supportive enough to direct the officials to hand over the possession of plots to these families at the earliest. When we broke the news to the families they showered generous blessings on us, ‘ Ben, may you remain blessed for seven births, we have nothing else to give you but will pray for you  with all our heart and may you remain blessed for all your seven births.”

These kind words are extremely precious to us. Since these families weren’t receiving the possession to their plots Ishwarbhai, VSSM team member working with them, had pledged to take only one meal a day until the issue resolved. The entire team of  Vichrta samuday samrthan Manchtries really hard to ensure that the families they work for are able to lead better lives and are extremely dedicated to the cause. We at VSSM are privileged to have such strong and dedicated team sharing organisation’s mission. 

We are thankful to  Smt. Anandiben Patel, the Banaskantha administration and our well wishers for enabling these families realise their long standing dream of owning a house.

vssmની રજૂઆતથી ૭૪ વિચરતા પરિવારોને સનદ આપવાનું કામ આરંભાયુ...

‘બેન તમારું હાત ભવ હારું થજો. અમારી પાસે બીજું એવું કશું નથી. જે તમને આપી શકીએ પણ હાચા હ્રદયથી ભાગવોન ન પ્રાર્થના કરીએ સીએ.. બેન તમારું હાત ભવ હારું થજો. તા.૩ જુલાઈ ૧૫ના રોજ જુના ડીસાથી ભરતભાઈ ઓડે ફોનથી આ પ્રેમ ભર્યા આશિષ આપ્યા... મૂળ જુના ડીસામાં ૭૪ પરિવારોને પ્લોટ ફાળવાયેલા પણ કોઈક કારણસર એમને સનદ આપવાનું થતું નહોતું.. આમ તો બનાસકાંઠાનું આખુયે વહીવટી તંત્ર ખુબ સહયોગ કરે પણ કંઈક આંટીઘૂંટીના કારણે બધું અટક્યું હતું... આ અંગે મુખ્યમંત્રી આદરણીય શ્રી આનંદીબહેન પટેલને રજૂઆત કરી અને બહેને આ આખી ઘટના સમજી આ પરિવારોને સનદ આપવા અંગે સુચના આપી. આ અંગેના સમાચાર ૭૪ વિચરતા  પરિવારોને મળ્યા અને એમણે ઉપર જણાવેલો રાજીપો વ્યક્ત કર્યો. 

એમના આ શબ્દો અમારા માટે સૌથી વધારે કીમતી છે. આ પરિવારોને સનદ મળતી નહોતી એટલે આ પરિવારો સાથે કાર્યરત vssmના કાર્યકર શ્રી ઈશ્વરભાઈએ ‘આ પરિવારોને જ્યાં સુધી સનદ નહિ મળે ત્યાં સુધી એક ટાઇમ જમવાનો સંકલ્પ કર્યો અને એ સંકલ્પ શક્તિનું પરિણામ મળી ગયું.. અમને આનંદ છે કે vssm પાસે આવા સંનિષ્ઠ કાર્યકરો છે.. આ પરિવારોને પોતાનું સરનામું અપાવવામાં નિમિત બનનાર સૌ સ્વજનો, બનાસકાંઠાનું વહીવટીતંત્ર અને આદરણીય શ્રી આનંદીબહેનનો આ તબક્કે આભાર વ્યક્ત કરું છું..

Work on construction of sanitation units commences at the Vadee settlement in Dhangadhra..

Construction of homes for 155 families belonging to Vadee Community is underway in Dhangadhra. These homes are built using stone, taking into consideration the availability of stone in Dhagadhra (in this region most of the homes are built with stones rather than bricks). Donations of Rs. 25,000 per family have been received from the well wishers of VSSM.  Recently we have began including a sanitation unit in each of the home built by us. This 155 homes also needed a to have that. Hence

Shri. Sevantibhai Kapasi has in memory of ‘Smt. Kamlaben Shantilal Chunilal Kapasi’ through Indu Corporation Pvt. Ltd donated Rs. 8,24,400 and Rs. 5,00,000 through ‘Kapasi Chunilal Deepchand Charitable Trust’ bringing his total contribution to Rs. 13.24 lacs. Rs. 10 lacs have been received from ‘Sankat Nivaran Society Gujarat.’ All these money will be used for construction of sanctions units for each home.

The nomadic communities have always led a wandering lifestyle, they aren’t habitual using toilets so when we shared the idea of constructing them the families refused. They suggested towards using the money for building homes. We convinced them into allowing us to build the sanitation blocks to which they suggested the unit should not share wall with the home!!

We are grateful to all our well wishers for supporting the construction of Vadee settlement in Dhagadhra.

vssm દ્વારા વાદી વસાહતમાં સેનીટેશન યુનીટનું બાંધકામ શરૂ થયું

        ધ્રાંગધ્રામાં વિચરતા સમુદાયમાંના વાદી સમુદાયના ૧૫૫ પરિવારોના ઘરો બાંધવાનું કામ ચાલી રહ્યું છે. ધ્રાંગધ્રાની ઘરને અનુરૂપ પથ્થરમાંથી આપણે ઘરોનું બાંધકામ શરૂ કર્યું છે. vssm સાથે સંકળાયેલા શુભેચ્છક દાતાઓએ પ્રત્યેક પરિવારને રૂI. ૨૫,૦૦૦ની આર્થિક સહાય ઘર બાંધી આપવામાં કરી. ઘરની સાથે સાથે આ પરિવારોના શૌચાલય બાંધવાનું આયોજન પણ કરવાનું હતું અને તે માટે મુંબઈમાં રહેતા શ્રી સેવંતીભાઈ કપાસી દ્વારા ‘શ્રીમતી કમલાબહેન શાંતીલાલ ચુનીલાલ કપાસી’ની યાદીમાં ‘ ઇન્દુ કોર્પોરેશન પ્રાઇવેટ લી.’ દ્વારા ૮.૨૪,૦૦૦ અને ‘કપાસી ચુનીલાલ દીપચંદ ચેરીટેબલ ટ્રસ્ટ’ દ્વારા ૫,૦૦,૦૦૦ એમ કુલ રૂI. ૧૩,૨૪ લાખ અને ‘સંકટ નિવારણ  સોસાયટી ગુજરાત’ દ્વારા રૂI. ૧૦,૦૦૦,૦૦નું અનુદાન ધ્રાંગધ્રા વસાહતમાં સેનીટેશન યુનીટના બાંધકામ નિમિતે મળ્યું.

        આ પરિવારો આમ તો શૌચાલયથી ટેવાયેલા નહીં એટલે જયારે શૌચાલય બનવવાની વાત આવી ત્યારે પ્રથમ તો તેમણે ના પાડી. ઊલટાનું સંસ્થાના માધ્યમથી શૌચાલય માટે જેટલા નાણાં ખર્ચ થવાના છે તે નાણાં ઘર બાંધવા માટે વપરાય તેમ ગોઠવવા સૌએ વિનંતી કરી. વિચરતા પરિવારો મૂળ સદીઓથી રઝળતા રહ્યા છે એટલે શૌચાલય માટેની માનસીકતા જ નહીં. આપણે તેમને સમજાવ્યા એટલે મન વગર તેમણે શૌચાલય બનાવવા મંજૂરી આપી. સાથે સાથે પોતાના ઘરની દિવાલને શૌચાલયની દિવાલ અડકે નહીં તે પ્રકારે આયોજન કરવાની સ્પષ્ટ સૂચના પણ આપી.

        ધ્રાંગધ્રાની વસાહતના બાંધકામમાં મદદરૂપ થનાર સૌ સ્વજનોનો આ તબક્કે આભાર વ્યક્ત કરીએ છીએ...ફોટોમાં સેનીટેશન યુનીટનું બાંધકામ થઇ રહ્યું છે તે જોઈ શકાય છે.

Such insignificant matter and yet it requires Chief Minister’s attention  to resolve it…..

There is no arguing to the fact that the government’s aid of Rs. 45,000 is nowhere enough to construct a decent one room home for the poor communities. And yet it is difficult to convince the law makers to increase the amount of this support.Well it has been doubled but only  for the communities living in the rural areas, the urban poor still struggle to find the balance amount required to build a small one-room home.  VSSM has been supporting the nomadic families with the balance amount. The math is a bit complicated but its working fine. The amount comes from well wishers of VSSM, loan from The Kalupur Commercial Cooperative Bank and some contribution from the families too. The house constructions that VSSM has supported so far  have followed similar maths. The concern or the struggle for us is not getting money from the other donors but from the government. The required sanctions, documentation and other procedures are so long and time consuming and of course much dependent on the whims and fancies of the officials in-charge that it literally takes months to get even one installment sanctioned (imagine once the construction has begun,  how would these families continue with it in absence of funds). 

The families of Vadee community of Dhangadhra which falls under category of Nomadic and De-Notified Tribes (NT-DNTs) are in process of building their homes. They are half way through and still awaiting the cheques from government. Frequent requests had been made to the Social Welfare Officer for the release of cheques. The officer was ready to release but the documents required signatures from officials of Nagarpalika, without which the cheques cannot be released. The nagarpalika official just would not sign the papers. The families and VSSM team members made rounds of the office everyday without any success. After waiting for two months we had to write to the Chief Minster. Instructions from the CM’s office instantly resolved the matter. The required formalities for issuing cheques were initiated. Do we have to write to the CM for such insignificant matters.. is the question we ask, if this is the case in matters where VSSM is working imagine the plight of poor and powerless people who just do not have means to  get their work done.. we know what this particular official was after and why she was raising issues on every step. In such cases where Nomadic Tribes ( NT ) and De-Notified Tribes ( DNTs ) communities have nowhere to go the have no choice left but to give in to  the demands of officials. 

The irony here is - when we began woking on construction of homes for Vadee families it was the government officials who warned us to be cautious with the loan, not to trust the Vadee etc. So whom do we trust here??? VSSM as an organisation is evolving continuously. We learn each day.  A significant thing we have learnt from the very beginning  is to have faith in the nomadic communities. They are communities who are true to their words and so far they haven’t  given us an opportunity to question the trust we have in them….

વિચરતા પરિવારોના ઘરોનું બાંધકામ કરતી વખતે ખુબ જ રસપ્રદ અનુભવો થતાં હોય છે. દા.ત. વાદી સમુદાયના ધ્રાંગધ્રામાં ઘર બાંધવાનું નક્કી કર્યું ત્યારે સમાજ કલ્યાણ અધિકારી કહેતા, ‘જોજો હો જોઇને આ કામ હાથમાં લેજો. એક પણ વાદી એના ઘરમાં પથરો પણ નહી ઉપાડે, પાણી પણ નહિ છાંટે. જયારે તમે તો એમને બાંધકામમાં પોતાના પૈસા કાઢવા કહો છો.. ખુબ મુશ્કેલ છે’ અમે એમને ધીરજ અને શ્રધ્ધા રાખવા કહ્યું. સાથે સાથે આ પરિવારો પોતે પોતાનો ફાળો કાઢી ઘરનું કામ શરુ કરે પછી જ પૈસા આપજો એમ પણ કહ્યું. ૩૦,૦૦૦ દરેક પરિવારે બાંધકામ માટે કાઢ્યા. હા એમની પાસે બચત ના હોય પણ ‘ધી કાલુપુર કોમર્શીયલ કો-ઓપરેટીવ બેંકે લી.’એ એમને લોન આપી. જેમાંથી આ પરિવારો પથ્થર ખરીદીને લાવ્યા અને મજૂરી તો એમણે જ કરી. vssm સાથે સંકળાયેલા શુભેચ્છક દાતાઓએ આ પરિવારોને રૂ.૨૫,૦૦૦ ની મદદ કરી. આમ મકાનોનું કામ આરંભાયુ. ઘણું કામ થઇ ગયું પછી અમે સમાજ કલ્યાણ અધિકારીને મકાન સહાયના પૈસા આપવા કહ્યું. એ તૈયાર પણ નગરપાલિકાએ કેટલાક કાગળ પર સહી કરવાની હતી જેના ઉપર અધિકારી સહી ના કરે અને એના વગર સમાજ કલ્યાણ અધિકારી મકાન સહાય ના આપી શકે. રોજ રોજ ધક્કા. સ્થાનિક અધિકારીઓ ચીફ ઓફીસર બહેનને સમજાવે અને વાંધા વચકા કર્યા વગર સહી કરવા કહે પણ બહેન કોઈ હિસાબે માને જ નહિ. બે મહિના થયા ખુબ કંટાળ્યા પછી મુખ્યમંત્રી કાર્યાલયમાં લખ્યું અને ત્યાંથી તુરત જ સ્પસ્ટ સુચના આપવામાં આવી અને આ પરિવારોના મકાન સહાય મેળવવાના ફોર્મ તૈયાર થયા અને વિભાગમાં અપાયા. પણ આવી નજીવી બાબતો માટે પણ મુખ્યમંત્રી શ્રી ને લખવું પડે એ શરમજનક છે પણ શું થાય!

સમાજ કલ્યાણ અધિકારી દ્વારા તા. ૧૦ એપ્રિલના રોજ મકાન સહાયના પહેલા હપ્તાના ચેક આપવામાં આવ્યાં. ફોટોમાં ચેક આપવાની ફોર્માલીટી પૂરી કરી રહેલા અધિકારી અને એમણે મદદરૂપ થતાં vssmના કાર્યકર જયંતીભાઈ... અને તૈયાર થઇ રહેલું ઘર. (આ બધું લખવા પાછળનું કારણ એક જ છે કે vssm સાથે છે છતાં આ પરિવારોને કેટલી તકલીફ થઇ રહી છે. જો સાથે ના હોત તો આ કામ ક્યારે પૂરું થાત? હા બીજા રસ્તા આ પરિવારોએ આપોઆપ અપનાવવા પડત પણ અમે સાથે અને આ લખાણના માધ્યમથી આપણે સાથે છીએ એટલે એ રસ્તા અપનાવવા નથી પડતાં)

Why this unnecessary delay in finishing the formalities of plot allotment??

Housing For Nomadic Families of  Ratila Village of  Diyodar, Banaskanth

Inspite of great opposition from the village Panchayt  over the allotment of residential plots to 14 Nomadic Families living in Ratila village of Banskanths’s Diyodar block, VSSM had been persistently trying to ensure the plots are allotted. The Panchayat had prepared a lost list of reasons pointing out why these 14 families  shouldn’t be allotted land in their village and submitted the same Block Development Officer. Not to be bogged down by such opposition the officials considered our appeal to allot plots to these families. The allotment letters were given to the families ( as seen in the picture below). For the families it was a dream come true, a dream they hadn’t expected to come true looking at the fierce opposition of the village penchant. It hasn’t been a smooth sailing as this struggle has been a long and difficult one. 

So after the allotment letters are given the next step is decide the land, measure and divide the plots and give them to the applicants. Its a normal procedure which does not take much effort or time but in this case its taking more than usual. The revenue officer seems to be in a different frame of mind here. We have approached the TDO and Additional Collector asking them to intervene and expedite the matter, they also instructed the revenue officer who still is not budging in. Frustrated with such unjustifiable delays we wrote to the District Collector…. currently the families are staying on some government land, its been so long here for them, intact  so many years now that the saplings they had planted have grown into big trees now, its under the shades of these trees that these families find relief from the heat of Northern Gujarat. “we share a special relation with these trees, just don’t feel like living them and going any where” they say. They shall be going anywhere the government allots them land but how to do away with the pain of living behind the trees they nurtured and care for so much………..

વિચરતા પરિવારોને પ્લોટ ફાળવણીના હુકમ થયા પછી સનદ આપવામાં નાહક વિલંબ થઇ રહ્યો છે...

બનાસકાંઠાના દિયોદર તાલુકાના રાંટીલાગામમાં રહેતાં BPL યાદીમાં સમાવિષ્ટ ૧૪ વિચરતા પરિવારોને રાજ્ય સરકારના સ્વર્ણિમ સંકલ્પ અનુસાર રહેણાંક અર્થે પ્લોટ મળે એ માટે ઘણા વખતથી રજૂઆત કરતાં હતાં. જો કે પંચાયત આ બાબતનો સખત વિરોધ કરી રહી હતી. આ પરિવારોને પ્લોટ શું કામ ના આપવા તે બાબતે ખુબ લાંબા લખાણ એમણે તાલુકા વિકાસ અધિકારીને લખ્યાં. પણ છેવટે સત્યનો વિજય થાય છે એમ આ પરિવારો વિષે કહેલું જુઠ્ઠાનું ખરેખર જુઠ્ઠું સાબિત થયું અને આ પરિવારોને રહેણાંક અર્થે પ્લોટ ફાળવાયા અને પ્લોટની સનદો આપવામાં આવી. જે ફોટોમાં જોઈ શકાય છે. આ પરિવારો કહે છે ‘એમ આ સ્વપ્ન જ છે. જે વિરોધ હતો એ જોતા આવું કશું પણ સંભવ બનશે તેની કલ્પના પણ નહોતી. વળી આ બધા માટે તો વર્ષોથી મથતા હતા.’

આ પરિવારો અને અમે સૌએ તમામ અધિકાર સમક્ષ અમારો રાજીપો વ્યક્ત કર્યો. હુકમ થયા પછી સનદ મળે અને પ્લોટ જગ્યા અને માપણી કરી અરજદારોને પ્લોટ આપવાનું થાય. પણ કોણ જાણે હજુ તલાટી શ્રીને આનો મુડ નથી આવી રહ્યો. આ બાબતે કેટલી બધી રજૂઆત કરી. TDO શ્રી અને પ્રાંત સાહેબે પણ તલાટીને કડક શબ્દોમાં રાંટીલાનું કામ ઝડપથી પૂરું કરવાની સુચના આપી પણ તલાટી જાણે કંઈ સાંભળવા જ રાજી ના હોય એવો તકાજો થઇ રહ્યો છે. ખેર કંટાળીને બે દિવસ પહેલા આના નિવારણ માટે કલેકટર શ્રીને લખ્યું છે... આ પરિવારો હાલ સરકારી જમીન પર જ છાપરાં બાંધીને રહે છે એ વર્ષોથી આ જગ્યા પર જ રહે છે એમણે રોપેલા ઝાડ ખુબ મોટા થઇ ગયા છે એમની લાગણી હાલમાં જે જગ્યા પર રહે છે ત્યાં જ પ્લોટ મળે તેવી છે. એ કહે છે, ‘અમારી આ જગ્યા પર અમે જે ઝાડ રોપ્યા છે એનો છાયો અમને મળે છે અને આ ઝાડવાં સાથે અમારી મમતા બંધાઈ ગઈ છે એમને મુકીને જવાનું થશે??’ જોકે એમને તો કોઈ પણ જગ્યા પર જવાનો વાંધો નથી પણ પ્રશ્ન ઝાડ સાથેની એમની મમતાનો છે. હાલમાં આ પરિવારો જ્યાં રહે છે એ ફોટોમાં જોઈ શકાય છે. જોઈએ શું થાય છે..

Finally work to clear encroachment over the allotted land begins in Juna Deesa…...

In  the year 2011, 143 Nomadic Families in Juna Deesa received residential plots,  the allotted land needed to be levelled if any construction had to be done on it. The other issue that arose was there was a group of individuals who claimed that the allotted land belonged to them.. so even before the families could dream of building their homes a glaring really awaited them…. it was a conflict they were staring at. Numerous requests and appeals to the authorities to make some budgetary provisions to meet the cost of levelling the land so finally the families decided to bear the cost of levelling the land. One issue down one more to go…. the claim on land by other  issues had to be addressed. Hence we requested the district collector to give the possession of the plots in presence of authorities.

A few days back the Collector sent the officials to give possession to the plots and suddenly  individuals from  the  village who were claiming their right over the land came up and began agitating. A dispute erupted and the authorities convinced the agitators that they are stopping the work instructing all activities to be stopped. Later it came to our knowledge that the issue was something else and much deeper than it seemed with some politics involved. The nomadic communities became list less and  felt threatened because of such revelations. 

On 10 February 2015, 40 individuals from the 143 families of Nomadic Tribes (NT) and De-Notified Tribes (DNT) who had received the plots, with an intention to talk to the available Ministers about their ongoing conflict and their rights,  came to Secretariat at Gandhinagar. Unfortunately they couldn’t meet anyone except Shri. Shankarbhai Choudhry. The gave their complain in writing. The also presented the matter to CM Shri. Anandiben Patel.Since she was not present her Secretary was briefed and given the written statement, requested to inform the CM on the matter and we also spoke about the politics the was hindering the developments. 

Though the community members failed to meet more number of ministers as they would have wanted but the visit to Gandhinagar did make an impact. 

Next day on 11th February  2015 the officials informed us about their coming to remove the encroachment. Just as the bulldozer got into action the individuals who had been claiming the land to be their’s  came and lied down before the bulldozer. Again the work had to be stopped. The Mamlatdar asked the agitators to present within 24 hours the documents that prove their right on the land. The nomadic families lost hope and became apprehensive. Ishwabhai from VSSM was growing  impatient as well. 

Today on 15th February Mamlatdar Shri Shivraj Gilva again instructed the nomadic communities to get ready with the bulldozer. The nomadic families were all set and so were the individuals who claimed their right on the land. Work, however did not commence until afternoon. The nomadic families had decided that they would neither  leave the site nor will they return home unless work begins. Finally at around 2 in the afternoon in presence of government officials and 20 policemen  work to clear the encroachment  began - can be seen in the picture..

૨૦૧૧માં વિચરતા સમુદાયના ૧૪૩ પરિવારોને રહેણાંક અર્થે પ્લોટ ફાળવાયેલા. ગામનાં કેટલાંક પરિવારોએ એ જગ્યા પોતની હોવાનો દાવો કર્યો તો સામે પક્ષે જમીન પણ ખુબ ઉબડ-ખાબડ. જમીન સમતળ માટે સરકારમાં ખુબ પ્રયત્ન કર્યો પણ સરકાર પાસે એ માટેની કોઈ જોગવાઈ નહિ આખરે આ પરિવારોએ જાતે જ જમીન સમતળ કરાવવાનું નક્કી કર્યું. પણ દબાણનું શું. કલેકટર શ્રીને આ જગ્યાનો કબજો અધિકારી ગણની હાજરીમાં આપવા વિનંતી કરી.

એમને થોડા દિવસ પહેલાં અધિકારીને મોકલાવ્યા અને કામ શરુ થયું. ત્યાં ગામના લોકો જે આ જગ્યા પોતાની હોવાનો દાવો કરે છે એ આવ્યાં અને ઝગડો શરુ કર્યો. થોડીવારમાં અધિકારી ગણે હાલ કામ બંધ કરીએ છીએ એમ કહીને કામ બંધ કરવાની સુચના આપી પછી ખબર પડી કે આમાં રાજકારણ સંકળાયું છે. વિચરતી જાતિના આપણા પરિવારોનો જીવ અધ્ધર થઇ ગયો હતો શું કરવું એની સમજ ના પડે. 

તા.૧૦ ફેબ્રુઆરી૨૦૧૫ના રોજ વસાહતમાંથી જેમના ઘર બાંધવાના છે એમાંથી ૪૦ વ્યક્તિઓ ગાંધીનગર સચિવાલયમાં પોતાના અધિકાર માટે વાત કરવાં આવ્યાં. જેટલાં મંત્રી મળે એ તમામને રજૂઆત કરવાના સંકલ્પ સાથે. પણ ફક્ત શ્રી શંકરભાઈ ચૌધરી જ મળ્યા. એમને આવેદન આપ્યું. સાથે સાથે મુખ્યમંત્રી શ્રી આનંદી બહેન પટેલને પણ રજૂઆત આપી.(તેઓ પ્રત્યક્ષ મળ્યા નહોતા પણ એમનાં સેક્રેટરી શ્રીને અરજી આપી અને તમામ સ્થિતિથી તેમને અવગત કરી આનંદીબહેનનું ધ્યાન દોરવા વિનંતી કરી. જે રાજકારણ નડે છે એની પણ વાત કરી.) 

ગાંધીનગરનો આ ફેરો ફોગટ ના ગયો. ગઈ કાલે એટલે કે તા.૧૧ ફેબ્રુઆરીના રોજ અધિકા

રીગણે દબાણ દુર કરવાં આવવાની વાત કરી પણ જેવું બુલડોઝર શરુ થયું કે દબાણકર્તા વ્યક્તિઓ કે જેઓ આ જગ્યા પોતાની હોવાનો દાવો કરે છે એ લોકો બુલડોઝર સામે સુઈ ગયા. આખરે કામ બંધ કર્યું. (મામલતદાર શ્રી એ દબાણકર્તા પરિવારોને આ જગ્યા એમની પોતાની હોય તો એના પુરાવા એક દિવસમાં રજૂ કરવાં પણ કહ્યું.)  વિચરતા પરિવારોને હવે આ કામ થશે કે કેમ એની શંકા થવાં માંડી. vssm ના કાર્યકર ઈશ્વરભાઈની તો ધીરજ ખૂટી ગયેલી.

મામલતદાર શ્રી શિવરાજ ગીલવાએ આજે સવારે ફરી બુલડોઝર સાથે વિચરતા પરિવારોને તૈયાર રહેવાં કહ્યું. બધા જ પરિવારો તૈયાર સામે પક્ષે જેમનો આ જમીન પોતાની હોવાનો દાવો એ લોકો પણ તૈયાર. બપોર થઇ પણ તો પણ કામ શરુ થયું નહોતું. આજે વિચરતા પરિવારોએ નક્કી જ કર્યું હતું કે જ્યાં સુધી કામ કામ શરુ નહિ થાય ત્યાં સુધી ઘરે નહિ જાય.. અધિકારીગણ પોતાની રીતે મદદ કરવાં તત્પર આખરે બપોરના ૨૦ પોલીસકર્મી સાથે મામલતદાર શ્રી અને તાલુકાના અન્ય અધિકારીગણની હાજરીમાં દબાણ દુર કરવાની પ્રક્રિયા શરુ થઇ. જે ફોટોમાં જોઈ શકાય છે. 

આ પરિવારોને તેમનો હક અપાવવામાં મદદરૂપ થનાર સૌનો આ તબક્કે આભાર વ્યક્ત કરું છું.
