 My work brings me in contact with numerous individuals and families living a life of deficits. And there are some whose pain and poverty shake you to the core. 

The Devipujak families of Ablouaa village stay on government wasteland in shanties made from upcycled tin containers. An encroachment clearance drive had also erased their homes once, right in the middle of chilly winters. And on the same night, there were winter rains. 

It was a heart-wrenching moment when I met these families for the first time, wet and shivering in the bitter cold under the open sky. 

VSSM’s Mohanbhai, Sureshbhai and Dhrmabhai always stood along with these families. They immediately provided relief material, but the resolve now was to find a spot they can call their own. They filed an appeal to the government, obtained all the missing documents. I had pledged to not rest in peace until we have plots for these families. 

Finally, as a result of the sensitivity of District Collector and the District Development Officer and the compassion of our Chief Minister who continuously follows-up on pending matters, 14 families of Ablouaa village received residential plots. 

The years and centuries-old dream of finding a permanent address finally became a reality. And we were so over-joyed as if the plots were allotted to us. 

Our best wishes will always surround these families. We hope all the homeless families receive homes under our Prime Minister’s pledge of Housing for All. 

We are grateful for the support of our well-wishers and authorities. 

પાટણ વહીવટીતંત્રનો આભાર...

તકલીફમાં ને અભાવમાં રહેતા વિવિધ પરિવારોને નીત મળવાનું થાય.. 

પણ એમાં કેટલાકની તકલીફો આપણને હચમચાવી નાખે તેવી હોય..

પાટણના અબલૌઆગામમાં રહેતા દેવીપૂજક પરિવારો સરકારી જગ્યામાં પતરાનાં ડબ્બા ખુલ્લા કરી તેમાંથી બનાવેલા છાપરાંમાં રહે. 

સરકારી જગ્યામાં દબાણ ખુલ્લુ કરવાનું હોવાથી એકાદ વર્ષ પહેલાં ભર શિયાળે એમના છાપરાં તોડી પડાયેલા. 

છોપરાં તુટ્યા એ ઓછુ હતું તે તેજ દિવસે રાતના વરસાદ પડ્યો.ભયંકર સ્થિતિ એ વેળા નિર્માણ થયેલી. 

સાવ ખુલ્લામાં કકડતી ટાઢમાં ઠરતા આ પરિવારોને હું પહેલીવાર મળી. 

અમારા કાર્યકર મોહનભાઈ, સુરેશ, ધરમાભાઈ તો આ પરિવારોની પડખે સતત ઊભા હોય. તત્કાલ રાહત પહોંચાડવાનું તો કર્યું પણ હવે નિર્ધાર પોતાની માલીકીની જગ્યાનો હતો. સરકારમાં રજૂઆત કરી. ખુટતાં તમામ ડોક્યુમેન્ટ કઢાવ્યા. 

એમને મળી ત્યારે તમને સરનામું નહીં મળે ત્યાં સુધી ઝંપીશું નહીં એવો નિર્ધાર કરેલો.

આખરે કલેક્ટર શ્રી, જિલ્લા વિકાસ અધિકારી તેમજ પ્રાંત કલેક્ટર શ્રીની સંવેદનાના લીધે તેમજ આપણા મુખ્યમંત્રી શ્રીની લાગણી અને તેમના દ્વારા લેવાતા સતત ફોલોઅપથી અબલૌઆના 14 પરિવારોને રહેણાંક અર્થે પ્લોટ ફળવાયા..

પોતાના સરનામાંનું વર્ષોનું - આમ તો સદીઓનું સ્વપ્ન સાકાર થયું.. અમને તો જાણે અમને પોતાને જગ્યા મળી હોય એવો હરખ થયો.. 

આ પરિવારોને ઘણી શુભેચ્છા.. આશા રાખીએ ઘરવિહોણા આવા તમામ પરિવારોને આપણા વડાપ્રધાન શ્રીના સ્વપ્ન મુજબ ઘર મળે. ને એ ઘરે ફળે પણ ખરુ...

ફોટોમાં હાલમાં આ પરિવારો જેવી સ્થિતિમાં રહે છે તે.. 

ચાણસ્મા તાલુકા મથકે વિચરતી જાતિના સરાણિયા તેમજ વાંસફોડા વાદી સમુદાયના 10 પરિવારોને રહેણાંક અર્થે પ્લોટ મળ્યા છે. સરાણિયા પરિવારો છરી – ચપ્પાની ધાર કાઢવાનું કરે છે અને વાદી સમુદાય વાંસમાંથી સૂડલાં ટોપલાં બનાવીને આસપાસના વિસ્તારમાં ફરીને વેચે છે. 

આ પરિવારો સરકારની જમીન પર છાપરાં બાંધીને રહેતા હતા. તેમને રહેણાંક અર્થે પ્લોટ મળે તે માટે આપણે 2011થી રજૂઆત કરી રહ્યા હતા. સરકાર દ્વારા તેમને 2016માં 25 ચો.મી.જમીન ઘર બાંધવા માટે આપવામાં આવી પણ ચાણસ્મા ગામના અન્ય તેમના વસવાટ સામે વિરોધ કરતા હોવાથી આપણે ત્યાં કામ આગળ વધાર્યું નહોતું. સાથે સરકાર દ્વારા પણ મકાન બાંધકામ માટેની મંજુરી ચીઠ્ઠી મળતી નહોતી. જે ઘણી રજૂઆત પછી મળતા આપણે હવે આ પરિવારોના ઘરો બનાવવાનું કરી શકીશું. VSSMના કાર્યકર મોહનભાઈ બજાણિયાની આ પ્લોટ મંજુર થવામાં દિવસ રાતની મહેનત છે. સાથે પાટણનું વહીવટીતંત્ર પણ સંવદેનશીલ. સૌનો આભાર.

સરકાર દ્વારા 10 પરિવારોને મકાન બાંધકામ માટે પ્રત્યેક મકાન દીઠ રૃા.70,000 આપવામાં આવશે. પણ આટલી મોંઘવારીમાં આટલી રકમમાં ઘર બનાવવું શક્ય નથી. 

વળી આ પરિવારોની આર્થિક સ્થિતિ પણ એટલી સારી નથી કે તેઓ પોતે વધુ રકમ ઉમેરી શકે. VSSM સાથે સંકળાયેલા સ્વજનો મદદ કરશે તેવી શ્રદ્ધા છે.

પોતાનું ઘર હોવાનું સુખ શું છે તે આપણે કલ્પી નથી શકતા કારણ આપણને કેટલીક સુવિધા આપણે જન્મ્યા ત્યારથી જ મળી છે. પણ સદીઓથી લબાચા લઈને એક ગામથી બીજે અને ત્યાંથી ત્રીજે એમ સતત રઝળતા રહેનારા આ પરિવારોની આ પહેલી પેઢી છે જે પોતાના પાકા ઘરમાં રહેવા જવાની છે. ત્યારે તેમની પોતાના ઘરની સંકલ્પના પૂર્ણ થાય તેવી અપેક્ષા રાખીએ..

The 10 Saraniyaa and Vansfoda-Vadee families staying in Chanasma town of Patan district were sanctioned plots on 16/9/2014 through Letter No. 2-3070 to 3080-2014. The order was sanctioned by the District Collector. After the order of allotment the families were also given possession of their plots. Ideally, once the plots are sanctioned and allotted things should begin to move faster but that hasn’t happened for these families who are still awaiting permission from the Chanasma town corporation to proceed with the construction. Its almost 2 years that the family received the plots but they continue to stay in their old shanties. VSSM and the families have made numerous efforts to get the necessary permits to commence  construction but some how our efforts have brought any results, may be the authorities care the leaste!!!!

 We were hoping that this monsoon will be different for these 10 families. In the past they  have battled the elements in their small shanties made of tarpaulin. Had they got the required permits we would have proceeded with the applications to seek support for construction of houses.. but  for now we have no choice but to wait. 

Ironically,  there is this scenario where the government’s welfare funds meant for such underprivileged sections of our society remain under utilised, the bureaucratic nitty-gritties just never allow the needy to access the budgets that are meant to uplift them…..Ultimately its the poor who are at loss and sadly that isn’t something that would  worry the people who govern us or would it?

બાંધકામ માટે મંજુરી મળે તે માટે vssm દ્વારા રજૂઆત કરવામાં આવી.

પાટણ જિલ્લાના ચાણસ્મામાં રહેતા 10 વિચરતી જાતિના સરાણિયા અને વાંસફોડા વાદી પરિવારોને તા. 16-09-2014ના રોજ પત્ર ક્રમાંક નં.જમીન-વશી-2-3070 થી 3080-2014 થી રહેણાંક અર્થે પ્લોટ ફાળવતો હુકમ કલેકટર શ્રી કરવામાં આવ્યો હતો. હુકમ પછી આ પરિવારોને જમીનનો કબજો પણ આપવામાં આવ્યો પણ હજુ સુધી આ પ્લોટ પર બાંધકામ માટેની મંજુરી ચાણસ્મા નગરપાલિકા દ્વારા આ પરિવારોને આપવામાં આવી નથી. જેના કારણે જમીન મળી ગયા પછી પણ તેમને પૂર્વાવસ્થા એટલે કે ઘાસની કે પ્લાસ્ટીકની આડાશો કરીને જ રહેવું પડે છે. બાંધકામ માટે મંજુરી મળે તે માટે ઘણીયે વખત આ પરિવારો અને vssmના માધ્યમથી રજૂઆતો કરી છે પણ કોણ જાણે કેમ તે તરફ ખાસ ધ્યાન આપવામાં આવતું નથી. 

બાંધકામ માટે મંજુરી મળે તો આ પરિવારો આ મહિનામાં થોડુ ઘણુંયે ઘર ઊભું કરી શકે અને એમ થાય તો ચોમાસામાં તેમની સ્થિતિ ખરાબ થતી અટકે. એક વખત બાંધકામ માટે મંજુરી મળે પછી જ આ પરિવારો મકાન સહાય મેળવવા અરજી કરી શકે અને પોતાની રીતે પણ બાંધકામ શરૃ કરી શકે. જો કે એક બાજુ સરકાર દ્વારા ફળવાતું કલ્યાણકારી યોજનાઓ માટેનું બજેટ વણવપરાયેલું પડ્યું રહે છે ત્યારે બીજી બાજુ આવા વંચિત પરિવારો યોજનાની મદદ સરકારી આંટીઘૂંટીના કારણે લઈ શકતા નથી. ખેર પ્રજાના ભાગે બસ વિનવણી જ લખાયેલી છે જે આ પરિવારો અને અમે કરી રહ્યા છીએ.

હાલમાં આ પરિવારો જે સ્થિતિમાં રહે છે તે ફોટામાં જોઈ શકાય છે. તેઓ મંજૂરી મળે એની રાહ જોઈ રહ્યાં છે.
