From Woodlands to cherished settlements…

“When will we have our homes?”

The government had given 70 of our families Rs. 45,000 for construction of houses. We also received the first instalment of Rs. 25,000. A local we knew promised to construct beautiful houses for us and we gave him all the money we had received. But, the quality of his work was shoddy. It was so weak this even a small push would bring down the walls. How can we live under such poor structures? The families collectively lost Rs. 17,50,000 (Rs. 25,000x 70). We were clueless on finding remedies to resolve this issue, had lost hope of living in a pucca house. We earn our living from working as agriculture labour and when that is not available during the lean season we are required to beg. How were we supposed to build a house under such circumstances? By God’s grace, all of you came to our rescue to help us build houses with a proper roof above. May God Bless you!!”

Bhagaba, the Fulvadi community leader from Banaskantha’s Kankar village of Kakrej block was beaming with joy when he shared the above with us.

The land allotted to these families was uneven and some part of it was on lower grounds. 58 houses were on even land and the construction of one house was to cost Rs. 1.35 lacs while the land for 32 houses was on lower grounds. The houses here needed special provisions to protect them from soil sliding. The foundation design too had to be different as per the soil testing results. As a result, the construction cost of each of these houses spiralled up to Rs. 2.60 lacs.

20 families were to receive Rs. 1.20 lacs from the government but 70 would receive only Rs. 20,000. VSSM was required to mobilize additional funds for these families.

VSSM appealed its well-wishing friends to support these 70 families and it received a very positive response. 58 houses have already been built,  while construction is ongoing for 32 of them.

We will also be constructing sanitation unit for 58 houses.

The families who have always embraced the elements by living under the open sky on a bed of open earth hold a different kind of value for a house. These families are first-generation homeowners.

The support VSSM’s well-wishers have provided will enable us to provide decent houses to 70 families. We pray to almighty to bless them with peace and happiness, to help them cherish these homes and bring an end to their wandering.

The Vadi-Madari were the snake charmers in the past. Their traditional occupation came to an abrupt end with the enforcement of Wildlife Protection Act. The Kakar settlement will be ideal in terms of efforts to rehabilitate and settle these community. We also have a residential facility coming up here for the education of their children. Someday, I shall talk about all that we have been doing in Kankar with these Vadi-Madari families.

 વગડાંમાંથી વહાલપની વસાહત

‘અમારા ઘર કે’દી થાશે? 

સરકારે અમારા 70 પરિવારોને મકાન બાંધવા રૃપિયા 45,000 આપવાનું નક્કી કર્યું ને પહેલો હપ્તો 25,000નો મળ્યો. એ પછી સ્થાનીક એક ભાઈએ આ રકમમાંથી સરસ ઘર બાંધી આપવાનું અમને કહ્યું ને અમે એમને પૈસા આપ્યા. પણ એમણે સાવ રદી કામ કર્યુ. સરખો ધક્કો મારીએ તો મકાન તુટી પડે એવું. આવામાં રહેવું કેમ? 70 જણાના 25,000 લેખે 17,50,000 અમે ખોઈ બેઠા. શું કરવુંની મૂંઝવણ હતી. સાચુ કહુ તો મકાન થશેની આશા જ અમે તો છોડી દીધી’તી. અમે ખેતમજૂરી કરીએ અને મજૂરી ન મળે ત્યારે ના છુટકે ભીક્ષા માંગીએ આવામાં પૈસા ભેગા કરીને ઘર બાંધવાનું તો અમારાથી થાય જ નહીં.. પણ તમે બધાએ ભેગા મળીને જુઓ કેવા સરસ ધાબાવાળા મકાન કરી દીધા.. અમે આવા ઘરો ક્યારેય બનાવી શક્યા ન હોત.. તમારા બધાનું ભલુ થાજો...’

58 ઘર સમતળ જમીનમાં. ત્યાં એક ઘરના બાંધકામનો ખર્ચ રૃપિયા 1,35,000 ને 32 ઘર ખાડાવાળી જમીનમાં. વળી આ જમીન ધસે આથી ત્યાં પાઈલીંગ કરીને બાંધકામ કરવું પડે. અમે સોઈલ ટેસ્ટ કરાવી તેના પાયાની ડીઝાઈન નોખી કરાવી આમ 32 ઘરમાંથી પ્રત્યેક ઘર બાંધકામની કિંમત રૃપિયા 2,60,000 આવી. 

20 પરિવારોને સરકારમાંથી 1,20,000 પ્રમાણે મદદ મળવાની જ્યારે 70ને તો 20,000 જ મળવાના આમ અમારા ભાગે મોટી રકમ એકત્રીત કરવાનું આવ્યું.

VSSM સાથે સંકળાયેલા પ્રિયજનો પાસે 90 પરિવારોના સુંદર ઘર બને તે માટે હાકલ નાખીને સમાજે સહયોગ કર્યો. 58 ઘર પૂર્ણ થઈ ગયા ને 32નું બાંધકામ ચાલુ છે...

58 ઘરોના સેનીટેશન યુનીટનું બાંધકામ પણ અમે પૂર્ણ કર્યું. બાકીનાનું પણ પૂર્ણ કરીશું..

ઘરનું મુલ્ય ઉપર આભ ને નીચે ધરતીનું પાથરણું પાથરીને રહેનાર માણસ પાસે બેસીએ તો વધુ સમજાશે... જેમના ઘર અમે બાંધી રહ્યા છીએ તેમની આ પહેલી પેઢી જે પોતાના પાકા ઘરમાં રહેવા જવાની.. 

VSSM સાથે સંકળાયેલા પ્રિયજનોની મદદથી અમે 90 વાદી પરિવારોના ઘરનું સમણું પુરુ કરી શક્યા.. આ ઘરોમાં આ પરિવારોને ખુબ બરકત મળે ને તેમના રઝળપાટને હવે સ્થિરતા પ્રાપ્ત થાય તેવું વાતાવરણ નિર્માણ કરવા કુદરતને પ્રાર્થના...

સાપના ખેલ કરીને પેટિયું રળતા વાદી- મદારીનો પરંપરાત ધંધો સાવ બંધ થઈ ગયો છે. આ આખા જનસમૂહના પુનઃવસન માટે પણ પ્રયત્ન કરવો છે ને એ માટે કાકરની વાદી વસાહત અમારા માટે પ્રયોગશાળા છે. જ્યાં બાળકોના ભણતરથી લઈને મોટેરાઓને રોજી મળે તે માટે પ્રયત્નો કરવાના છે.. અહીંયા અમે ઘણું કરી રહ્યા છે ફરી ક્યારેક એની વાત પણ કરીશું...

બાકી જે ઘરો બન્યા તે અને આ પરિવારો કેવી હાલતમાં રહેતા ને ત્યાંથી હવે કેવા ઘરમાં જશે એ ફોટોમાં જોઈ શકાય..

“Our generations have been wandering around for centuries, yet we never have a permanent address, a place to call home.

We have spent numerous monsoons around the boundaries of Bagasara yet no one has bothered about us.  We did not know what it is to have a voter ID card or ration card until VSSM’s Rameshbhai helped us in obtaining Voter ID cards, ration cards, caste certificates and other documents. There was a time when we had no document to prove our identity and now we have a bag full of them. You have all worked so hard, taken so many rounds of the government offices to enable us to obtain these proofs of our identity. We don’t understand the intricacies of the system, so we often chew Rameshbhai’s head and yours too. But you never gave up, never got tired and here we are about to build a home at the same place we have spent countless monsoons at the mercy of elements. May you leave up to 100 and more…!!”

Navghanbhai shared the above with us when  112 fellow Saraniya, Devipujak, Gadaliya families living in the ghetto in Bagasara received residential plots.

The shanties they lived in may look alluring to photographers, but they are hopeless at protecting against the elements. The families are too poor to afford even the basics. They wander around the villages to sharpen knives or upkeep the bullocks. VSSM had appealed the government to help these families obtain plots to enable them to build their abodes. Our team member Ramesh remained perseverant, working with these communities needs us to be patient and persistent and Ramesh did just that and his efforts have paid off so well. 

District Collector Shri Aayush Oak, Mamlatdar Shri I. S. Talat, Additional Mamlatdar Shri H. M. Vala and local bureaucracy remained very proactive, the pledge of providing a home to all homeless by our Prime Minister Shri Narendrabhai Modi and our Chief Minister Shri Vijaybhai Rupani’s commitment to realise this pledge have fuelled this effort. It is a fact that these families will soon become homeowners.

We are grateful for the support we receive from our well-wishing friends and donors.

Much affection to you Ramesh, you prioritised these families and did not care about your own medical condition (that needs attention).

Our best wishes to these families who will soon begin a new phase of their life.   

વાત અમરેલીના બગસરાથી...

'તમારુ ભલુ થાજો...

સદીઓ આમ જુઓ તો અમારી પેઢીયું આમ રઝળતા રઝળતા વઈ ગઈ પણ અમારુ કાયમીકનું સરનામું નો થ્યું. આ બગસરાના સીમાડાંમાં આમ તો વર્ષોથી ચોમાસુ પઈડા રઈએ પણ અમારુ પૃચ્છા કોઈએ નો કરી. મતદાર કેડ, રેશનકેડ ટૂંકમાં કઉં તો આ દેશના સૈઈયે એવા એકેય ઓધાર અમારી પાહે નો જડે. આ તો અમારા નસીબના તમને બધાને મેલ્યા તે ઓળખાણ વનાના એવા અમને અમારી ઓળખાણ જડી. મતદારકેડ ને રેશનકાર્ડ અને રમેશભાઈ એ તો જાતિપ્રમાણપત્રને બધુ કાંઈ કેટ કેટલું અમને કઢવી દીધું. અમારી કને અમે કોણ ઈની સાબુતી આપી હકે એવું એક કાગળિયું નતું પણ આજે તો થેલી ભરાય એટલા કાગળિયા કઢવી દીધા.. હારુ થજો બાપલા તમે હંધાએ ઘૈઈક ધોડા કીધા... અમે તો નાદાન. સરકારી કચેરીની અમને ઝાઝી હમજ પડે નહીં આ રમેશભાઈનું માથુયે ઘણું ખાધુ ને તમને હોત અમને ઘર અલાઈ દ્યો કઈ કઈને ઘણા હેરાનેય કઈર્યા. પણ તમે બધા થાઈકા નઈ ને જુઓ આજે અમને જ્યાં ચોમાસુ પઈડા રેતા એ જગ્યા મલી જઈ. ભગવોન હો વરના કર... '

નવઘણભાઈને એમના જેવા #સરાણિયા, #દેવીપૂજક, #ગાડલિયા સમુદાયના 112 પરિવારો કે જેઓને બગસરામાં જ્યાં તેઓ ઝૂંપડાં બાંધીને રહેતા ત્યાં જ રહેણાંક અર્થે પ્લોટ ફળવાયા. તેમની આ લાગણી..

આમ તો એમના ઝૂંપડાં ફોટોગ્રાફીની દૃષ્ટિએ મજા પડે તેવા બાકી તેમાં ના રોકાય, ટાઢ, ના તડકો કે વરસાદ.. આર્થિક રીતે અત્યંત ગરીબ. સરાણિયા તો છરી ચપ્પાની ધાર કાઢવા અથવા બળદના સાટા દોઢા કરવા એ ગામે ગામ રઝળે. બહુ દુઃખીને તકલીફમાં જીવનારા આ પરિવારોને રહેવા પ્લોટ મળે તે માટે VSSM દ્વારા રજૂઆત કરવામાં આવેલી. 

અમારા કાર્યકર રમેશની જબરી મહેનત. નાની નાની બાબતો સમજાવવામાં દિવસો જતા રહે. પણ રમેશ ખંતથી આ બધુ કરે. ને એની મહેનત ફળી. 

કલેક્ટર શ્રી આયુષ ઓક, મામલતદાર શ્રી આઈ. એસ. તલાટ, નાયબ મામલતદાર એચ. એમ. વાળા વગેરે અધિકારીઓની લાગણી ને આપણા વડાપ્રધાન શ્રી નરેન્દ્રભાઈ મોદીની આવા ઘરવિહોણા પરિવારોને ઘર આપવાની ભાવના ને તેમાં મુખ્યમંત્રી શ્રીનું પ્રેરણા બળ ઉમેરાયું ને જુઓ કેવું કમાલ કામ થયું.. 

હવે આ પરિવારો ઝટ ઘરવાળા થશે એ નક્કી...આપ સૌ સ્નેહીજનોનો આભાર.. 

રમેશ તને ઘણું વહાલ.. તારી નાજુક તબીયત કરતાંય તે પહેલો વિચાર આ પરિવારોનો કર્યો. ને આ પરિવારોને જીંદગીના એક નવા પડાવની શરૃઆત માટે ઢગલો શુભેચ્છા...

Galbakaka sings lullabies on the tunes of his ektara/Ravanhattha. The families who host him offer sarees in return of his melodies lullabies that bless their new born. It is has been a traditional practice, the sarees aren’t used as drape but to make shelters, protect them from the harshness of forces of nature. “How does one even feel secured under such a house, what do such houses protect one from?” I had asked myself when I had seen these houses for the first time. Nonetheless, many Bharathari families like Galbakaka have survived like so on government wastelands for generations. There is a constant fear of eviction by the enforcement department.

The efforts by VSSM have led to the formation of special provisions that allow allocation of residential plots to NT-DNTs yet,  some nomadic communities like the Bharthari did not stand to benefit under this provision as their sub-sect was not part of the list. VSSM appealed for the inclusion of certain sub-sects to the list of included communities,  one of which was Bharthari as sub-sect of Nath community. The inclusion unlocked the possibility of Bharthari receiving residential plots from the government. We have been struggling for years to make it feasible for this community to benefit under such government policies, but things kept getting dragged and delayed.

In the meantime, Shri Anand Patel took charge as District Collector of Banaskantha. Growing up, Anandbhai has experienced the presence of the nomadic communities in his village, he had seen them work hard when they came to provide various services in the village he grew up. Anandbhai felt it was his turn to give back, and pledged to give them permanent addresses. Anandbhai’s compassion and commitment have been backed by the support from our Chief Minister  Shri Vijaybhai Rupani and Minister of Social Justice and Empowerment Shri Ishwarbhai Parmar and his very own team member Additional officer Shri Hirenbhai Patel. As a result, Anandbhai has promised himself to accomplish as much as he can to fulfil his pledge.

The Banaskantha administration has been instrumental in offering the most significant gift to 114 families from Bharthari, Vansfoda, Devipujak, Valmiki and Raval communities of  Mahadeviya, Aadoda, Odhav, Rajpur, Ratanpur, Bhadrevadi, Raviyana, Tana, Shihori villages of Kankrej and Deesa blocks. These families received documents to their residential plots during a special program organised on the auspicious day of Labh Pancham.

Shri Kirtisihji, MLA from Kankrej and someone who works for the benefit of the poor, Shir Bharatsinhji Bhatesariya, BJP General Secretary also remained present at this event.

VSSM’s team members who work very hard for these families Naranbhai, Maheshbhai, Bhagwanbhai, Ishwarbhai remained on their toes.

The poor benefited when people joined hands to contribute towards the welfare and good of these families.

Today, Galbakaka is not with us, but his soul will experience happiness and peace when his wife will soon move into a pucca house of her own.

We salute our Prime Minister’s pledge of providing house to the homeless by the end of 2022.  The administration has taken up this pledge as an opportunity and become instrumental in allotment of plots and houses to all,  including the nomadic and de-notified communities. We hope just like Surendranagar and Banaskantha other districts also speed up the task of clearing long-pending applications for allotment of residential plots.

ગલબાકાકા રાવણહથ્થા પર હાલરડાં ગાવાનું કરે.. ભેટમાં લોકો સાડી ને દાણા આપે. આ સાડીમાંથી ગલબાકાકા ને એમના જેવા ભરથરીઓ પોતાનું છાપરુ ઊભુ કરે..(જે ફોટોમાં દેખાય છે) મે પહેલીવાર એમનું આ આશિયાના જોયેલું ત્યારે થયેલું આમાં તો ટાઢ, તડકો કે વરસાદ કશુંયે રોકાય નહીં.. આવામાં કેવી રીતે રહી શકાય?  પણ ગલબાકાકા જેવા ઘણાય આવી જ રીતે રહેતા હતા. વળી પાછુ રહેઠાણની જગ્યા પણ સરકારી. કાયમ કોઈ ખાલી કરાવી દેશેનો ભય તો એમના માથે તોળાતો જ હોય. કાકા કહેતા ‘બેન એક ફેરા મારુ પાક્કુ ઘર થઈ જાય ને તો ગંગા નાહ્યા...’ એમનું ને એમના જેવા ઘણાનું આ સમણું સાકાર થાય એ માટે VSSM કોશીશ કરે...

આમ તો વિચરતી જાતિના પરિવારોને પ્લોટ ફળવાય એ માટે સરકારે ખાસ જોગવાઈ કરી છે. પણ સદાય વિચરતુ જીવન જીવતા ભરથરીનું નામ આ યાદીમાં દાખલ થવાનું રહી ગયું. અમે કોશીશ કરીને ને મૂળ નાથ સમુદાયના પર્યાય તરીકે ભરથરીનો સમાવેશ થયો..ને એમને રહેણાંક અર્થે પ્લોટ ફાળવવાની બારી ખુલ્લી થઈ.. 

આ પરિવારોને રહેણાંક અર્થે પોતાનો પ્લોટ મળે તે માટે અમે વર્ષોથી રજૂઆત કરીયે પણ કહેવાય છે ને જેના હાથમાં જશ રેખા હોય, જેમના હૃદયમાં વંચિતો માટે કરુણાભાવ એમના હાથે આવા શુભ કાર્યો થાય.. 

બનાસકાંઠા કલેક્ટર તરીકે શ્રી આનંદ પટેલે કાર્યભાર સંભાળ્યો. આનંદભાઈ અદના ગુજરાતી નાનપણમાં વિચરતી જાતિના પરિવારોને પોતાના ગામમાં અવનવી સેવા આપવાના હેતુસર આવતા દીઠેલા એટલે એ ઋણાનુબંધે પણ એમણે આ પરિવારોને પોતાનું સરનામુ આપવાનું નક્કી કર્યું. એમાં સાથ મલ્યો માનનીય મુખ્યમંત્રી શ્રી વિજયભાઈ રૃપાણીનો તેમજ સામાજિક ન્યાય અધિકારીતા વિભાગના મંત્રી શ્રી ઈશ્વરભાઈ પરમારનો. વળી પોતાની ટીમમાં શ્રી હીરેનભાઈ પટેલ જેવા પ્રાંત અધિકારી પણ એટલે થાય એટલું કાર્ય કરી લેવાનો નિર્ધાર પોત મેળે જ થઈ જાય..

#મહાદેવિયા ઉપરાંત આસેડા, ઓઢવ, રાજપુર, રતનપુરા, ભદ્રેવાડી, રવિયાણા, તાણા, શિહોરી એમ મળીને કાંકરેજ અને ડીસા તાલુકામાં રહેતા ભરથરી, વાંસફોડા, દેવીપૂજક, વાલ્મિકી, રાવળ એમ કુલ 114 પરિવારોને લાભ પાંચમના શુભ અવસરે રહેણાંક અર્થે પ્લોટ ફાળવી આ પરિવારોના કલ્યાણમાં બનાસકાંઠાનું વહીવટીતંત્ર નિમિત્ત બન્યું ને સનદ વિચરણનો સુંદર કાર્યક્રમ થયો..

કાંકરેજના ધારાસભ્ય ને નાના માણસોની મુશ્કેલીમાં સદાય સાથે ઊભા રહેનાર શ્રી કીર્તીસીંહજી, ભાજ્પના મહામંત્રી શ્રી ભારતસીંહજી ભટેસરિયા વગેરે આ કાર્યમાં ખાસ ઉપસ્થિત રહ્યા.. 

બનાસકાંઠાના અમારા સક્રિય કાર્યકરો નારણભાઈ, મહેશભાઈ, ભગવાનભાઈ તેમજ ઈશ્વરભાઈની પણ સતત દોડધામ... 

મંગલકાર્યમાં સૌ સાથે આવ્યા ને આ પરિવારોનું મંગલ થયું... આજે ગલબાકાકા સદેહે હાજર નથી પણ એમના પત્ની થોડા સમયમાં જ પોતાના ઘરમાં રહેવા જશે એ જોઈને એમનો આત્મા જરૃર રાજી થશે..  

2022 સુધીમાં તમામ ઘરવિહોણા પરિવારોને ઘર આપવાના માનનીય વડાપ્રધાન શ્રીના સંકલ્પને પ્રણામ... 

ઈશ્વરે આપેલી આ તક વહીવટીતંત્રએ ઉપાડી છે. બનાસકાંઠા, સુરેન્દ્રનગરની જેમ અન્ય જિલ્લામાં પણ આ બાબતે વેગ પકડાય એમ ઈચ્છીએ..

સૌનું કલ્યાણ થાવોની ભાવના....
