IN 2011, the government had ordered allotment of residential plots to nomadic families living in Banaskantha’s Juna Deesa. However, due to some glitches the order could not be executed by the authorities. In the mean time in 2012, 69 Nat families were given cheques to begin construction of homes but without the allotment of land they couldn’t proceed and begin construction. In 2015, as a result of intervention by the Collector Shri. Dilip Rana, Additional Collector Shri. Digant Bhrambhatt enabled the clearance of encroachment on the land and finally allotment of plots to these Nat families. Still there were 60 families who were awaiting clearance and allotment of land. The issue was getting dragged due some or the other technical glitches. Finally, as a result of intervention of the Chief Minister Smt. Anandiben Patel, an intervention we had requested, these 60 families received their plots and on 12th September 55 of these families received 1st instalment cheques of Rs. 17,500 towards construction of houses. The rest of 5 families have some documentation issues, so once that is cleared they will be receiving the cheques soon.


All these delays and nitty-gritty had made us wary!!! We had all began doubting if at all these Nat families will receive plots. It had been 4 years and the issue just kept dragging on and on…. But when the families received their cheques on 12th September to their settlement address their joy had no bounds….’we are now absolutely sure the government is giving us plots!’ was a unnaimous voice. Some of them  had been gradually constructing their homes brick by brick with the money they managed to save but not that effort will reflect new zeal….

There is an unrecorded sequence in which we make the applications for the citizenry document and their entitlements..first its application for Voter ID cards followed by Ration card and then its for plot and housing…the order is easier said than done…the wait at each stage is excruciatingly long, sometimes it takes toll on the mental peace of the families and VSSM team working on each settlement. These families of Juna Deesa will be attaining a permanent address after countless rounds of various government offices and repeated requests to the various officials….

We are thankful to all who have been instrumental in bringing a smile on the faces of these families and the joy of attaining a permanent address….

વિચરતા સમુદાયના ૫૫ પરિવારોને vssm ની મદદથી મકાન સહાયના ચેક મળ્યા..

બનાસકાંઠાના જુના ડીસામાં વિચરતા સમુદાયના પરિવારોને સરકાર દ્વારા ૨૦૧૧માં રહેણાંક અર્થે પ્લોટ ફાળવ્યાનો હુકમ થયો હતો પણ કેટલીક મુશ્કેલીના કારણે હુકમનું અમલીકરણ થતું નહોતું એટલે પ્લોટ ફાળવણીમાં વિલંબ થતો હતો. જો કે આ બધાની વચમાં ૨૦૧૨માં ૬૭  નટ સમુદાયના પરિવારોને મકાન સહાયના ચેક પણ મળ્યા પણ જમીનનો કબજો ના મળવાના કારણે આગળ કામ થતું નહોતું. ૨૦૧૫માં બનાસકાંઠા વહીવટીતંત્ર અને કલેકટર શ્રી દિલીપ રાણા, પ્રાંત કલેકટર શ્રી દિગંત બ્રમભટ્ટની વિશેષ મદદના કારણે જમીન પરનો કબજો મળ્યો અને નટ સમુદાયના મકાનનું  કામ શરુ થયું. જયારે બાકીના ૬૦ પરિવારોને પ્લોટનો કબજો મળતો નહોતો. થોડી વહીવટી આંટીઘૂંટીના કારણે પ્લોટનો કબજો મેળવામાં વિલંબ થયો પણ vssm દ્વારા મુખ્યમંત્રી આદરણીય શ્રી આનંદીબહેન પટેલને રજૂઆત કરાતા એમની દરમ્યાનગીરીથી ૬૦ પરિવારોને પ્લોટનો કબજો મળ્યો અને તા.૧૨-૯-૧૫ના રોજ ૬૦ માંથી ૫૫ પરિવારોને મકાન સહાયના પ્રથમ હપ્તારુપી રૂ.૧૭,૫૦૦ના ચેક મળ્યાં. બાકીના પાંચ પરિવારોના ડોક્યુમેન્ટમાં તકલીફ હોવાથી એમને તત્કાલ ચેક ના મળ્યા પણ આ અઠવાડિયામાં એમને પણ ચેક મળી જશે.

છેલ્લા એક વર્ષથી નટ સિવાયના આ ૬૦ પરિવારોને પ્લોટ મળશે કે કેમ? એ અંગે શંકા હતી. પણ ૧૨ ઓક્ટોબરના રોજ પોસ્ટથી એમનાં અસ્થાઈ નિવાસના સ્થળે મકાન સહાયના ચેક પહોચ્યા. એટલે સૌ હરખાયા.. ‘સરકારે અમને પ્લોટ આપ્યાની ૧૦૦ ટકા ખાત્રી હવે થઇ’ એવું આ પરિવારોએ જણાવ્યું. આ પરિવારોમાંના કેટલાકે થોડી આશા સાથે ઘરનું બાંધકામ શરુ પણ કરી દીધું હતું પણ હવે પુરા જોમથી કામે લાગી જઈશું એવો હરખ એમણે વ્યક્ત કર્યો. 

ઘણીવાર વિચરતી જાતિ સિવાયના લોકો અમને પૂછતાં હોય છે કે રેશનકાર્ડ કે પ્લોટ મળવામાં કેટલો સમય જતો હોય છે? કેટલાક વ્યક્તિઓ તો ગણતરી પણ કરી દે છે કે, મતદારકાર્ડ મળ્યા હવે રેશનકાર્ડ અને પછી પ્લોટ અને પછી ઘર... પણ આ ક્રમ બોલવામાં જેટલો સહેલો લાગે વાસ્તવમાં એ મેળવવામાં vssmના કાર્યકર અને વિચરતા સમુદાયના મતે તેલ નીકળી જાય છે. જુનાડીસામાં આજે જે પરિવારોને સરનામું મળ્યું છે એ પણ આવા અગણિત ધક્કાના પરિણામ સ્વરૂપે જ છે. આ પરિવારોના મોઢા પર હાસ્ય સાથે સાથે સ્થાઈ સરનામું અપાવવામાં નિમિત બનનાર સૌનો આ તબક્કે આભાર વ્યક્ત કરીએ છીએ.

After tackling series of social and bureaucratic hurdles the construction of homes for 143 nomadic families finally gets a green signal,  all thanks to the efforts of  supportive authorities. 

69 Nat families have already initiated the construction. The government sanctions Rs. 45,000 per family for constructing a house along with a toilet unit. Given the current construction rates this is an impossible task. 

VSSM supports these families with matching donation and loan to complete construction of a decent home suitable for an average sized nomadic family. Respected Shri Sudhir Thakarsi with a donation of Rs. 10,38,500, is supporting VSSM to complete the construction of this settlement. VSSM along with these families is extremely grateful to the Thakarshi family for their generous support. 

Toilets aren’t something the nomadic families are habituated to use. Infact they absolutely detest the idea of a toilet next to their homes. “The toilet and our house should not share a common wall!!” is the first instruction they share with us…”why do you send so much on building toilets, why not give that amount to construct a roof or an extra room??” they would suggest….But this is one matter where we do not ask their suggestion. Using a toilet is a must and to cultivating a habit to using it are mandatory parameters these families need to agree upon before they receive VSSM’s support for building homes. Once they get used to staying in a cleaner and better environment they understand the need to have a toilet next to their home and start requesting for one…

વિચરતી જાતિની -જુનાડીસા વસાહતમાં ટોયલેટનું બાંધકામ શરુ થયું. 

જુના ડીસામાં વિચરતી જાતિના ૧૪૩ પરિવારોને સરકારે રહેણાંક અર્થે પ્લોટ આપ્યા પણ કેટલીક મુશ્કેલીના કારણે આ પ્લોટ પર ઘરનું બાંધકામ શક્ય બન્યું નહોતું. પણ વહીવટીતંત્રની મદદથી બધા અવરોધો ટાળી શકાયા અને પ્રથમ તબક્કાનું બાંધકામ શરુ થયું. 

૬૭ નટ પરિવારોએ તો પોતાનાં ઘરો બાંધવાનું શરુ પણ કરી દીધું. સરકારે આ પરિવારોને મકાન બાંધકામ માટે રૂ.૪૫,૦૦૦ની સહાય આપી છે અને આ સહાયમાંથી જ એમણે ઘરની સાથે સાથે ટોયલેટ પણ બાંધવાનું છે. જે આટલી રકમમાં શક્ય નથી. આ પરિવારોના ઘરોની સાથે સાથે ટોયલેટ બને એ માટે વિચરતી જાતિઓની સતત ચિંતા કરતાં અને vssmના દરેક કામમાં સહભાગી થતાં આદરણીય શ્રી સુધીરભાઈ ઠાકરશીએ રૂ. ૧૦,૩૮,૫૦૦ આપ્યાં. જે માટે vssm અને આ પરિવારો ઠાકરશી પરિવારનો આભારી છે. 

વિચરતી જાતિના ઘરો બને ત્યાં પ્રથમ આ પરિવારો ટોયલેટ બાંધકામ માટે તૈયાર નથી હોતા. તે ત્યાં સુધી કે એમના ઘરની દીવાલને ટોયલેટની દીવાલ અડવી ના જોઈએ એવું તેઓ સ્પસ્ટ માને. ક્યારેક કહે પણ છે કે, ‘ટોયલેટ બાંધકામમાં જેટલા પૈસા નાખો છો એટલાં પૈસા ઘર બાંધકામમાં આપો તો ઘરનું ધાબુ થઇ જાય કે વધારાનો રૂમ થઇ જાય.’ આવી સમજણવાળા પરિવારોના એક વખત ઘર થઇ જાય અને ટોયલેટ નથી બનતાં ત્યાં એક જ વર્ષમાં ટોયલેટની માંગણી શરુ થઇ જાય છે. ઘર થતાં સ્વચ્છ વાતાવરણમાં રહેવાની એમને ટેવ પાડવા માંડે છે અને એટલે ટોયલેટની જરૂરિયાત પણ સમજાય છે જે પહેલાં નહોતી સમજાતી. આવા સંજોગોમાં શ્રી સુધીરભાઈ જેવા સ્વજનોની મદદ ખુબ મોટી બની રહે છે.

After continuous follow ups the  8 Vansfoda families of Jesda received residential plots, the families did face resistance from the locals who encroached the allotted land but that matter is also being addressed after our persistent lobbying to the concerned authorities  against these vested interest groups. Gradually things are shaping up to be normal for these families. 

The construction work for their new homes has commenced with the digging of foundations. The families shall  be receiving Rs. 70,000 each under the Pandit Dindayal Housing scheme, the amount is nowhere enough to meet even the basic construction cost. VSSM, through the support it receives from its well-wishers will be supporting these families.We believe that it is important these families contribute towards building their own homes but for now it seems impossible. Their economic condition is extremely poor and sources of earning are erratic. Traditionally the Vansfoda’s earned their living by making bamboo baskets. There has been a gradual decline in  the supply of raw material and the demand for their products. Today machine made cheap plastic has replaced hand made baskets. The Vansfoda community has also picked up selling plastic tubs, buckets, baskets etc. Income from this is extremely meagre. So how can they contribute towards building their own homes has been a big question??

The answer to this dilemma came when The Kalupur Cooperative Bank, our constant partner, volunteered to provide loan of Rs. 15,000 to each of the family. The loan will be repaid through an EMI of Rs. 500 each. The families have began saving Rs. 20 everyday so that paying the monthly instalment doesn’t become cumbersome.

પાટણ જીલ્લાના સમી તાલુકાના જેસડા ગામમાં રહેતા ૮ વાંસફોડા પરિવારોને vssmની સતત રજૂઆતના કારણે  રહેણાંક અર્થે પ્લોટ ફાળવવામાં આવ્યાં. હા ગામ સાથે થોડો સંઘર્ષ પણ રહ્યો.. એમણે ફાળવેલા પ્લોટ પર જવાની જગ્યા પર ગામના ખેડૂતોએ દબાણ પર કરી દીધેલું પણ હવે ધીમે ધીમે બધું થાળે પડ્યું. આ પરિવારોના મકાનના પાયા ખોદાઈ રહ્યા છે. સરકાર ‘પંડિત દિનદયાળ આવાસ યોજના’ અંતર્ગત આ પરિવારોને ઘર બાંધવા માટે રૂ.૭૦,૦૦૦ આપશે. પણ આજની મોંઘવારીમાં આટલી રકમમાંથી કંઈ ઘર બની ના શકે. vssm પણ આ પરિવારોને ઘર બાંધવા માટે મદદ કરશે. પણ આ પરિવારો પણ પોતાનાં ઘર બાંધવામાં પોતાનું યોગદાન આપે તે જરૂરી છે. પણ આર્થિક હાલત આ પરિવારોની નાજુક છે એ પણ હકીકત છે. 

જેસડામાં રહેતાં વાંસફોડા પરિવારો પહેલાં વાંસમાંથી સુડલા ટોપલા બનાવવાનું કામ કરતા પણ વાંસ મોંઘો થતાં એમાંથી મળતર સાવ ઘટી ગયું. વળી પ્લાસ્ટીકનું ચલણ વધતા લોકો વાંસની વસ્તુ કરતાં પ્લાસ્ટીકના તબકડા વગેરે ખરીદવાનું વધારે પસંદ કરે.. એટલે આ પરિવારોએ પણ વાંસકામ બંધ કરીને પ્લાસ્ટીકના તબકડા, ડોલ, ટબ વેચવાનું શરુ કર્યું. આખો દિવસ રઝળપાટ કરે ત્યારે ખાવા જોગું નીકળે એવી હાલતમાં જીવતા આ પરિવારો પોતાનું ઘર બાંધવા પોતાનું યોગદાન કેવી રીતે આપે. આ બધી મીઠી મૂંઝવણનો એક રસ્તો નીકળ્યો.. કાલુપુર બેંક જે vssm ના કામોમાં સતત સહભાગી બને છે એમાંથી રૂ.૧૫,૦૦૦ ની લોન લેવાનું આ પરિવારોએ નક્કી કર્યું અને માસિક હપ્તો રૂ.૫૦૦ નક્કી કર્યો.. આ પરિવારોએ પણ રોજ થતી આવકમાંથી ઓછામાં ઓછા રૂ.૨૦ ગલ્લામાં ભેગા કરવાનું નક્કી કર્યું છે જેથી દર મહીને બેન્કનો હપ્તો ભરવામાં મુશ્કેલી ના પડે. તા. ૧૩/૦૭/૧૫ના રોજ બેન્કમાંથી આવેલા કર્મચારીએ ૮ માંથી ૭ પરિવારો કે જેમણે લોન લેવાની ઈચ્છા દર્શાવી હતી એમના લોન માટેના ફોર્મ ભર્યા જે ફોટોમાં જોઈ શકાય.

બસ હવે વગડામાંથી વહાલપની વસાહતમાં આ પરિવારો ઝટ પહોચશે...

Our efforts of last couple of years to get residential plots allotted to 14 nomadic families of Ratila village in Banaskantha’s Diyodar block haven’t got us closer to the outcome but has made the situation more complex. The local authorities had been unnecessarily delaying the matter but the repeated presentations by VSSM led to  governmental approval which made us believe that the families will soon receive plots. The government approval also made the village leadership and other vested interest groups  jittery leading to their opposing the allotment of land to these nomadic families.

The Government of Gujarat during its  the 50th year celebration of Gujarat Day had pledged to allot plots and support construction of homes to all those families who feature in the BPL list. These 14 families also feature in the BPL list and still they are refused a small piece of land. In November 2014 when we spoke to the Banaskantha district collector he took personal interest and directed the concerned department to speed up the allotment process.

The Village Panchayat opposed the decision and terming it as unconstitutional when the TDO initiated the process of actually allotting the plots. However the resistance was ignored and the order to allot plots was issued.

Now when the process of issuing permits has ben initiated the Sarpanch is refusing to sign the documents. The TDO has written to the District Development Officer requesting him to take action under under section 57 (1) of Sarpanch and Gram Panchayat legislation of 1993. The copy of the same can be seen in the picture.

The continuous resistance against the permanent settlement of nomadic communities,  from one or the another village amazes us. Today during the  Gramsabha  organised in the village of Ratila, issuing the permits to the nomadic families at the earliest was mentioned …lets see what happens now…...

vssm ની રજૂઆતોના અંતે વિચરતા પરિવારોને પ્લોટ ફાળવણીની કામગીરી શરૂ થઇ ત્યાં સરપંચે વિરોધ નોંધાવ્યો...

બનાસકાંઠાના દિયોદરના રાંટીલાગામમાં રહેતા વિચરતા સમુદાયના ૧૪ પરિવારોને રહેણાંક અર્થે પ્લોટ મળે તે છેલ્લા બે વર્ષથી પ્રયત્ન કરીએ છીએ.પરંતુ, કોણ જાણે આ કામ વધારેને વધારે અટવાતું જાય છે. અત્યાર સુધી સરકારી સ્તરે આ પરિવારોને પ્લોટ ફાળવણીમાં વિલંબ થઇ રહ્યો હતો. પણ vssm દ્વારા વારંવાર રજુઆતો કરવામાં આવતા આખરે સરકારી સ્તરેથી મંજૂરી મળી. એટલે અમને લાગ્યું બસ હવે તો પ્લોટનો કબજો મળવાને જ વાર છે પણ ત્યાં તો ગામના સરપંચ અને ગામના બીજા કેટલાક માથાભારે તત્વોએ પ્લોટ ફાળવણી સામે વિરોધ નોંધાવ્યો.

આમ તો સરકારે જાહેર કરેલી ૦ થી ૧૬ની બી,પી.એલ. યાદીમાં આ પરિવારોનો સમાવેશ થયો છે અને રાજ્ય સરકારે ગુજરાતની સ્થાપનાને ૫૦ વર્ષ પૂર્ણ થયા તે વર્ષે કરેલી ઉજવણીમાં બી.પી.એલ. યાદીમાં સમાવેશ કર્યો હોય તેવા તમામ પરિવારોને પ્લોટની ફાળવણી કરી ઘર બાંધવા માટે પણ આર્થિક સહાય કરવાનો સંકલ્પ કર્યો હતો. જેને હવે વર્ષો થઇ ગયા છતાં રાંટીલાના પરિવારો તો પ્લોટ વગરના જ રહ્યા. કલેકટર શ્રી બનાસકાંઠા સાથે નવેમ્બર ૨૦૧૪માં બેઠક થઇ તે વખતે પ્લોટ- ઘર વિહોણા બી.પી.એલ. યાદીમાં સમાવિષ્ટ પરિવારોને પ્લોટ ફાળવ્યા નથી તે અંગે વાત કરી. તેમણે અંગત રસ લીધો અને આ પરિવારોને ઝડપથી પ્લોટ ફાળવી આપવા સલંગ્ન વિભાગને સૂચના આપી.

તાલુકા વિકાસ અધિકારીએ આ પરિવારોને પ્લોટ ફાળવવાની કામગીરી શરૂ કરી તે વખતે ગ્રામ પંચાયતે વિરોધ કર્યો, ગેરબંધારણીય કહી શકાય તેવો ઠરાવ પણ કર્યો, પણ કશું ચાલ્યું નહીં પ્લોટ ફાળવણીનો હુકમ થઇ ગયો.

હવે આ પરિવારોને સનદ મળવાની પ્રક્રિયા આરંભવાની થાય. પણ સરપંચ સનદોમાં સહી કરવાની નાં પાડે છે. તાલુકા વિકાસ અધિકારીએ આ અંગે જિલ્લા વિકાસ અધિકારીને લખ્યું અને સરપંચ સામે ગ્રામપંચાયત અધિનિયમ ૧૯૯૩ની કલમ ૫૭ (૧) મુજબ કાર્યવાહી કરવા વિનંતી કરી છે. જેની નકલ આ સાથે સામેલ છે.

સમાજ દ્વારા વિચરતા પરિવારોના વસવાટ સામે વિરોધ થાય તે નવાઈની વાત નથી પણ હજુ પણ આપણા દેશમાં આવી ઘટનાઓ બને છે તેની જરૂર નવાઈ છે.. આજે (૧૬-૧૫)નાં રોજ તાલુકા અધિકારીની હાજરીમાં રાંટીલામાં ગ્રામસભાની બેઠક થઇ.. અને તેમાં પણ ઝડપથી પ્લોટની સનદો આપવા અંગે જ વાત થઇ જોઈએ હવે શું થાય છે..

The 74 nomadic families of Juna Deesa weren’t receiving possession to the residential plots they had been allotted quite some time ago.The administration of Banaskantha is extremely supportive of our activities and yet this case had been lost in the bureaucratic maze. VSSM also spoke to the Chief Minister of Gujarat Smt. Anandiben Patel on this issue and explained her the entire tangle.  She was supportive enough to direct the officials to hand over the possession of plots to these families at the earliest. When we broke the news to the families they showered generous blessings on us, ‘ Ben, may you remain blessed for seven births, we have nothing else to give you but will pray for you  with all our heart and may you remain blessed for all your seven births.”

These kind words are extremely precious to us. Since these families weren’t receiving the possession to their plots Ishwarbhai, VSSM team member working with them, had pledged to take only one meal a day until the issue resolved. The entire team of  Vichrta samuday samrthan Manchtries really hard to ensure that the families they work for are able to lead better lives and are extremely dedicated to the cause. We are thankful to  Smt. Anandiben Patel, the Banaskantha administration and our well wishers for enabling these families realise their long standing dream of owning a house.

‘બેન તમારું હાત ભવ હારું થજો. અમારી પાસે બીજું એવું કશું નથી. જે તમને આપી શકીએ પણ હાચા હ્રદયથી ભાગવોન ન પ્રાર્થના કરીએ સીએ.. બેન તમારું હાત ભવ હારું થજો. તા.૩ જુલાઈ ૧૫ના રોજ જુના ડીસાથી ભરતભાઈ ઓડે ફોનથી આ પ્રેમ ભર્યા આશિષ આપ્યા... મૂળ જુના ડીસામાં ૭૪ પરિવારોને પ્લોટ ફાળવાયેલા પણ કોઈક કારણસર એમને સનદ આપવાનું થતું નહોતું.. આમ તો બનાસકાંઠાનું આખુયે વહીવટી તંત્ર ખુબ સહયોગ કરે પણ કંઈક આંટીઘૂંટીના કારણે બધું અટક્યું હતું... આ અંગે મુખ્યમંત્રી આદરણીય શ્રી આનંદીબહેન પટેલને રજૂઆત કરી અને બહેને આ આખી ઘટના સમજી આ પરિવારોને સનદ આપવા અંગે સુચના આપી. આ અંગેના સમાચાર ૭૪ વિચરતા  પરિવારોને મળ્યા અને એમણે ઉપર જણાવેલો રાજીપો વ્યક્ત કર્યો. 

એમના આ શબ્દો અમારા માટે સૌથી વધારે કીમતી છે. આ પરિવારોને સનદ મળતી નહોતી એટલે આ પરિવારો સાથે કાર્યરત vssmના કાર્યકર શ્રી ઈશ્વરભાઈએ ‘આ પરિવારોને જ્યાં સુધી સનદ નહિ મળે ત્યાં સુધી એક ટાઇમ જમવાનો સંકલ્પ કર્યો અને એ સંકલ્પ શક્તિનું પરિણામ મળી ગયું.. અમને આનંદ છે કે vssm પાસે આવા સંનિષ્ઠ કાર્યકરો છે.. આ પરિવારોને પોતાનું સરનામું અપાવવામાં નિમિત બનનાર સૌ સ્વજનો, બનાસકાંઠાનું વહીવટીતંત્ર અને આદરણીય શ્રી આનંદીબહેનનો આ તબક્કે આભાર વ્યક્ત કરું છું..

Work on construction of sanitation units commences at the Vadee settlement in Dhangadhra..

Construction of homes for 155 families belonging to Vadee Community is underway in Dhangadhra. These homes are built using stone, taking into consideration the availability of stone in Dhagadhra (in this region most of the homes are built with stones rather than bricks). Donations of Rs. 25,000 per family have been received from the well wishers of VSSM.  Recently we have began including a sanitation unit in each of the home built by us. This 155 homes also needed a to have that. Hence

Shri. Sevantibhai Kapasi has in memory of ‘Smt. Kamlaben Shantilal Chunilal Kapasi’ through Indu Corporation Pvt. Ltd donated Rs. 8,24,400 and Rs. 5,00,000 through ‘Kapasi Chunilal Deepchand Charitable Trust’ bringing his total contribution to Rs. 13.24 lacs. Rs. 10 lacs have been received from ‘Sankat Nivaran Society Gujarat.’ All these money will be used for construction of sanctions units for each home.

The nomadic communities have always led a wandering lifestyle, they aren’t habitual using toilets so when we shared the idea of constructing them the families refused. They suggested towards using the money for building homes. We convinced them into allowing us to build the sanitation blocks to which they suggested the unit should not share wall with the home!!

We are grateful to all our well wishers for supporting the construction of Vadee settlement in Dhagadhra.

vssm દ્વારા વાદી વસાહતમાં સેનીટેશન યુનીટનું બાંધકામ શરૂ થયું

        ધ્રાંગધ્રામાં વિચરતા સમુદાયમાંના વાદી સમુદાયના ૧૫૫ પરિવારોના ઘરો બાંધવાનું કામ ચાલી રહ્યું છે. ધ્રાંગધ્રાની ઘરને અનુરૂપ પથ્થરમાંથી આપણે ઘરોનું બાંધકામ શરૂ કર્યું છે. vssm સાથે સંકળાયેલા શુભેચ્છક દાતાઓએ પ્રત્યેક પરિવારને રૂI. ૨૫,૦૦૦ની આર્થિક સહાય ઘર બાંધી આપવામાં કરી. ઘરની સાથે સાથે આ પરિવારોના શૌચાલય બાંધવાનું આયોજન પણ કરવાનું હતું અને તે માટે મુંબઈમાં રહેતા શ્રી સેવંતીભાઈ કપાસી દ્વારા ‘શ્રીમતી કમલાબહેન શાંતીલાલ ચુનીલાલ કપાસી’ની યાદીમાં ‘ ઇન્દુ કોર્પોરેશન પ્રાઇવેટ લી.’ દ્વારા ૮.૨૪,૦૦૦ અને ‘કપાસી ચુનીલાલ દીપચંદ ચેરીટેબલ ટ્રસ્ટ’ દ્વારા ૫,૦૦,૦૦૦ એમ કુલ રૂI. ૧૩,૨૪ લાખ અને ‘સંકટ નિવારણ  સોસાયટી ગુજરાત’ દ્વારા રૂI. ૧૦,૦૦૦,૦૦નું અનુદાન ધ્રાંગધ્રા વસાહતમાં સેનીટેશન યુનીટના બાંધકામ નિમિતે મળ્યું.

        આ પરિવારો આમ તો શૌચાલયથી ટેવાયેલા નહીં એટલે જયારે શૌચાલય બનવવાની વાત આવી ત્યારે પ્રથમ તો તેમણે ના પાડી. ઊલટાનું સંસ્થાના માધ્યમથી શૌચાલય માટે જેટલા નાણાં ખર્ચ થવાના છે તે નાણાં ઘર બાંધવા માટે વપરાય તેમ ગોઠવવા સૌએ વિનંતી કરી. વિચરતા પરિવારો મૂળ સદીઓથી રઝળતા રહ્યા છે એટલે શૌચાલય માટેની માનસીકતા જ નહીં. આપણે તેમને સમજાવ્યા એટલે મન વગર તેમણે શૌચાલય બનાવવા મંજૂરી આપી. સાથે સાથે પોતાના ઘરની દિવાલને શૌચાલયની દિવાલ અડકે નહીં તે પ્રકારે આયોજન કરવાની સ્પષ્ટ સૂચના પણ આપી.

        ધ્રાંગધ્રાની વસાહતના બાંધકામમાં મદદરૂપ થનાર સૌ સ્વજનોનો આ તબક્કે આભાર વ્યક્ત કરીએ છીએ...ફોટોમાં સેનીટેશન યુનીટનું બાંધકામ થઇ રહ્યું છે તે જોઈ શકાય છે.

Such insignificant matter and yet it requires Chief Minister’s attention  to resolve it…..

There is no arguing to the fact that the government’s aid of Rs. 45,000 is nowhere enough to construct a decent one room home for the poor communities. And yet it is difficult to convince the law makers to increase the amount of this support.Well it has been doubled but only  for the communities living in the rural areas, the urban poor still struggle to find the balance amount required to build a small one-room home.  VSSM has been supporting the nomadic families with the balance amount. The math is a bit complicated but its working fine. The amount comes from well wishers of VSSM, loan from The Kalupur Commercial Cooperative Bank and some contribution from the families too. The house constructions that VSSM has supported so far  have followed similar maths. The concern or the struggle for us is not getting money from the other donors but from the government. The required sanctions, documentation and other procedures are so long and time consuming and of course much dependent on the whims and fancies of the officials in-charge that it literally takes months to get even one installment sanctioned (imagine once the construction has begun,  how would these families continue with it in absence of funds). 

The families of Vadee community of Dhangadhra which falls under category of Nomadic and De-Notified Tribes (NT-DNTs) are in process of building their homes. They are half way through and still awaiting the cheques from government. Frequent requests had been made to the Social Welfare Officer for the release of cheques. The officer was ready to release but the documents required signatures from officials of Nagarpalika, without which the cheques cannot be released. The nagarpalika official just would not sign the papers. The families and VSSM team members made rounds of the office everyday without any success. After waiting for two months we had to write to the Chief Minster. Instructions from the CM’s office instantly resolved the matter. The required formalities for issuing cheques were initiated. Do we have to write to the CM for such insignificant matters.. is the question we ask, if this is the case in matters where VSSM is working imagine the plight of poor and powerless people who just do not have means to  get their work done.. we know what this particular official was after and why she was raising issues on every step. In such cases where Nomadic Tribes ( NT ) and De-Notified Tribes ( DNTs ) communities have nowhere to go the have no choice left but to give in to  the demands of officials. 

The irony here is - when we began woking on construction of homes for Vadee families it was the government officials who warned us to be cautious with the loan, not to trust the Vadee etc. So whom do we trust here??? VSSM as an organisation is evolving continuously. We learn each day.  A significant thing we have learnt from the very beginning  is to have faith in the nomadic communities. They are communities who are true to their words and so far they haven’t  given us an opportunity to question the trust we have in them….

આવી નજીવી બાબતો માટે પણ મુખ્યમંત્રી શ્રીને લખવું પડે એ શરમજનક છે.

વિચરતા પરિવારોના ઘરોનું બાંધકામ કરતી વખતે ખુબ જ રસપ્રદ અનુભવો થતાં હોય છે. દા.ત. વાદી સમુદાયના ધ્રાંગધ્રામાં ઘર બાંધવાનું નક્કી કર્યું ત્યારે સમાજ કલ્યાણ અધિકારી કહેતા, ‘જોજો હો જોઇને આ કામ હાથમાં લેજો. એક પણ વાદી એના ઘરમાં પથરો પણ નહી ઉપાડે, પાણી પણ નહિ છાંટે. જયારે તમે તો એમને બાંધકામમાં પોતાના પૈસા કાઢવા કહો છો.. ખુબ મુશ્કેલ છે’ અમે એમને ધીરજ અને શ્રધ્ધા રાખવા કહ્યું. સાથે સાથે આ પરિવારો પોતે પોતાનો ફાળો કાઢી ઘરનું કામ શરુ કરે પછી જ પૈસા આપજો એમ પણ કહ્યું. ૩૦,૦૦૦ દરેક પરિવારે બાંધકામ માટે કાઢ્યા. હા એમની પાસે બચત ના હોય પણ ‘ધી કાલુપુર કોમર્શીયલ કો-ઓપરેટીવ બેંકે લી.’એ એમને લોન આપી. જેમાંથી આ પરિવારો પથ્થર ખરીદીને લાવ્યા અને મજૂરી તો એમણે જ કરી. vssm સાથે સંકળાયેલા શુભેચ્છક દાતાઓએ આ પરિવારોને રૂ.૨૫,૦૦૦ ની મદદ કરી. આમ મકાનોનું કામ આરંભાયુ. ઘણું કામ થઇ ગયું પછી અમે સમાજ કલ્યાણ અધિકારીને મકાન સહાયના પૈસા આપવા કહ્યું. એ તૈયાર પણ નગરપાલિકાએ કેટલાક કાગળ પર સહી કરવાની હતી જેના ઉપર અધિકારી સહી ના કરે અને એના વગર સમાજ કલ્યાણ અધિકારી મકાન સહાય ના આપી શકે. રોજ રોજ ધક્કા. સ્થાનિક અધિકારીઓ ચીફ ઓફીસર બહેનને સમજાવે અને વાંધા વચકા કર્યા વગર સહી કરવા કહે પણ બહેન કોઈ હિસાબે માને જ નહિ. બે મહિના થયા ખુબ કંટાળ્યા પછી મુખ્યમંત્રી કાર્યાલયમાં લખ્યું અને ત્યાંથી તુરત જ સ્પસ્ટ સુચના આપવામાં આવી અને આ પરિવારોના મકાન સહાય મેળવવાના ફોર્મ તૈયાર થયા અને વિભાગમાં અપાયા. પણ આવી નજીવી બાબતો માટે પણ મુખ્યમંત્રી શ્રી ને લખવું પડે એ શરમજનક છે પણ શું થાય!

સમાજ કલ્યાણ અધિકારી દ્વારા તા. ૧૦ એપ્રિલના રોજ મકાન સહાયના પહેલા હપ્તાના ચેક આપવામાં આવ્યાં. ફોટોમાં ચેક આપવાની ફોર્માલીટી પૂરી કરી રહેલા અધિકારી અને એમણે મદદરૂપ થતાં vssmના કાર્યકર જયંતીભાઈ... અને તૈયાર થઇ રહેલું ઘર. (આ બધું લખવા પાછળનું કારણ એક જ છે કે vssm સાથે છે છતાં આ પરિવારોને કેટલી તકલીફ થઇ રહી છે. જો સાથે ના હોત તો આ કામ ક્યારે પૂરું થાત? હા બીજા રસ્તા આ પરિવારોએ આપોઆપ અપનાવવા પડત પણ અમે સાથે અને આ લખાણના માધ્યમથી આપણે સાથે છીએ એટલે એ રસ્તા અપનાવવા નથી પડતાં)

Why this unnecessary delay in finishing the formalities of plot allotment??

Housing For Nomadic Families of  Ratila Village of  Diyodar, Banaskanth

Inspite of great opposition from the village Panchayt  over the allotment of residential plots to 14 Nomadic Families living in Ratila village of Banskanths’s Diyodar block, VSSM had been persistently trying to ensure the plots are allotted. The Panchayat had prepared a lost list of reasons pointing out why these 14 families  shouldn’t be allotted land in their village and submitted the same Block Development Officer. Not to be bogged down by such opposition the officials considered our appeal to allot plots to these families. The allotment letters were given to the families ( as seen in the picture below). For the families it was a dream come true, a dream they hadn’t expected to come true looking at the fierce opposition of the village penchant. It hasn’t been a smooth sailing as this struggle has been a long and difficult one. 

So after the allotment letters are given the next step is decide the land, measure and divide the plots and give them to the applicants. Its a normal procedure which does not take much effort or time but in this case its taking more than usual. The revenue officer seems to be in a different frame of mind here. We have approached the TDO and Additional Collector asking them to intervene and expedite the matter, they also instructed the revenue officer who still is not budging in. Frustrated with such unjustifiable delays we wrote to the District Collector…. currently the families are staying on some government land, its been so long here for them, intact  so many years now that the saplings they had planted have grown into big trees now, its under the shades of these trees that these families find relief from the heat of Northern Gujarat. “we share a special relation with these trees, just don’t feel like living them and going any where” they say. They shall be going anywhere the government allots them land but how to do away with the pain of living behind the trees they nurtured and care for so much………..

વિચરતા પરિવારોને પ્લોટ ફાળવણીના હુકમ થયા પછી સનદ આપવામાં નાહક વિલંબ થઇ રહ્યો છે...

બનાસકાંઠાના દિયોદર તાલુકાના રાંટીલાગામમાં રહેતાં BPL યાદીમાં સમાવિષ્ટ ૧૪ વિચરતા પરિવારોને રાજ્ય સરકારના સ્વર્ણિમ સંકલ્પ અનુસાર રહેણાંક અર્થે પ્લોટ મળે એ માટે ઘણા વખતથી રજૂઆત કરતાં હતાં. જો કે પંચાયત આ બાબતનો સખત વિરોધ કરી રહી હતી. આ પરિવારોને પ્લોટ શું કામ ના આપવા તે બાબતે ખુબ લાંબા લખાણ એમણે તાલુકા વિકાસ અધિકારીને લખ્યાં. પણ છેવટે સત્યનો વિજય થાય છે એમ આ પરિવારો વિષે કહેલું જુઠ્ઠાનું ખરેખર જુઠ્ઠું સાબિત થયું અને આ પરિવારોને રહેણાંક અર્થે પ્લોટ ફાળવાયા અને પ્લોટની સનદો આપવામાં આવી. જે ફોટોમાં જોઈ શકાય છે. આ પરિવારો કહે છે ‘એમ આ સ્વપ્ન જ છે. જે વિરોધ હતો એ જોતા આવું કશું પણ સંભવ બનશે તેની કલ્પના પણ નહોતી. વળી આ બધા માટે તો વર્ષોથી મથતા હતા.’

આ પરિવારો અને અમે સૌએ તમામ અધિકાર સમક્ષ અમારો રાજીપો વ્યક્ત કર્યો. હુકમ થયા પછી સનદ મળે અને પ્લોટ જગ્યા અને માપણી કરી અરજદારોને પ્લોટ આપવાનું થાય. પણ કોણ જાણે હજુ તલાટી શ્રીને આનો મુડ નથી આવી રહ્યો. આ બાબતે કેટલી બધી રજૂઆત કરી. TDO શ્રી અને પ્રાંત સાહેબે પણ તલાટીને કડક શબ્દોમાં રાંટીલાનું કામ ઝડપથી પૂરું કરવાની સુચના આપી પણ તલાટી જાણે કંઈ સાંભળવા જ રાજી ના હોય એવો તકાજો થઇ રહ્યો છે. ખેર કંટાળીને બે દિવસ પહેલા આના નિવારણ માટે કલેકટર શ્રીને લખ્યું છે... આ પરિવારો હાલ સરકારી જમીન પર જ છાપરાં બાંધીને રહે છે એ વર્ષોથી આ જગ્યા પર જ રહે છે એમણે રોપેલા ઝાડ ખુબ મોટા થઇ ગયા છે એમની લાગણી હાલમાં જે જગ્યા પર રહે છે ત્યાં જ પ્લોટ મળે તેવી છે. એ કહે છે, ‘અમારી આ જગ્યા પર અમે જે ઝાડ રોપ્યા છે એનો છાયો અમને મળે છે અને આ ઝાડવાં સાથે અમારી મમતા બંધાઈ ગઈ છે એમને મુકીને જવાનું થશે??’ જોકે એમને તો કોઈ પણ જગ્યા પર જવાનો વાંધો નથી પણ પ્રશ્ન ઝાડ સાથેની એમની મમતાનો છે. હાલમાં આ પરિવારો જ્યાં રહે છે એ ફોટોમાં જોઈ શકાય છે. જોઈએ શું થાય છે..

Finally work to clear encroachment over the allotted land begins in Juna Deesa…...

In  the year 2011, 143 Nomadic Families in Juna Deesa received residential plots,  the allotted land needed to be levelled if any construction had to be done on it. The other issue that arose was there was a group of individuals who claimed that the allotted land belonged to them.. so even before the families could dream of building their homes a glaring really awaited them…. it was a conflict they were staring at. Numerous requests and appeals to the authorities to make some budgetary provisions to meet the cost of levelling the land so finally the families decided to bear the cost of levelling the land. One issue down one more to go…. the claim on land by other  issues had to be addressed. Hence we requested the district collector to give the possession of the plots in presence of authorities.

A few days back the Collector sent the officials to give possession to the plots and suddenly  individuals from  the  village who were claiming their right over the land came up and began agitating. A dispute erupted and the authorities convinced the agitators that they are stopping the work instructing all activities to be stopped. Later it came to our knowledge that the issue was something else and much deeper than it seemed with some politics involved. The nomadic communities became list less and  felt threatened because of such revelations. 

On 10 February 2015, 40 individuals from the 143 families of Nomadic Tribes (NT) and De-Notified Tribes (DNT) who had received the plots, with an intention to talk to the available Ministers about their ongoing conflict and their rights,  came to Secretariat at Gandhinagar. Unfortunately they couldn’t meet anyone except Shri. Shankarbhai Choudhry. The gave their complain in writing. The also presented the matter to CM Shri. Anandiben Patel.Since she was not present her Secretary was briefed and given the written statement, requested to inform the CM on the matter and we also spoke about the politics the was hindering the developments. 

Though the community members failed to meet more number of ministers as they would have wanted but the visit to Gandhinagar did make an impact. 

Next day on 11th February  2015 the officials informed us about their coming to remove the encroachment. Just as the bulldozer got into action the individuals who had been claiming the land to be their’s  came and lied down before the bulldozer. Again the work had to be stopped. The Mamlatdar asked the agitators to present within 24 hours the documents that prove their right on the land. The nomadic families lost hope and became apprehensive. Ishwabhai from VSSM was growing  impatient as well. 

Today on 15th February Mamlatdar Shri Shivraj Gilva again instructed the nomadic communities to get ready with the bulldozer. The nomadic families were all set and so were the individuals who claimed their right on the land. Work, however did not commence until afternoon. The nomadic families had decided that they would neither  leave the site nor will they return home unless work begins. Finally at around 2 in the afternoon in presence of government officials and 20 policemen  work to clear the encroachment  began - can be seen in the picture..

૨૦૧૧માં વિચરતા સમુદાયના ૧૪૩ પરિવારોને રહેણાંક અર્થે પ્લોટ ફાળવાયેલા. ગામનાં કેટલાંક પરિવારોએ એ જગ્યા પોતની હોવાનો દાવો કર્યો તો સામે પક્ષે જમીન પણ ખુબ ઉબડ-ખાબડ. જમીન સમતળ માટે સરકારમાં ખુબ પ્રયત્ન કર્યો પણ સરકાર પાસે એ માટેની કોઈ જોગવાઈ નહિ આખરે આ પરિવારોએ જાતે જ જમીન સમતળ કરાવવાનું નક્કી કર્યું. પણ દબાણનું શું. કલેકટર શ્રીને આ જગ્યાનો કબજો અધિકારી ગણની હાજરીમાં આપવા વિનંતી કરી.

એમને થોડા દિવસ પહેલાં અધિકારીને મોકલાવ્યા અને કામ શરુ થયું. ત્યાં ગામના લોકો જે આ જગ્યા પોતાની હોવાનો દાવો કરે છે એ આવ્યાં અને ઝગડો શરુ કર્યો. થોડીવારમાં અધિકારી ગણે હાલ કામ બંધ કરીએ છીએ એમ કહીને કામ બંધ કરવાની સુચના આપી પછી ખબર પડી કે આમાં રાજકારણ સંકળાયું છે. વિચરતી જાતિના આપણા પરિવારોનો જીવ અધ્ધર થઇ ગયો હતો શું કરવું એની સમજ ના પડે. 

તા.૧૦ ફેબ્રુઆરી૨૦૧૫ના રોજ વસાહતમાંથી જેમના ઘર બાંધવાના છે એમાંથી ૪૦ વ્યક્તિઓ ગાંધીનગર સચિવાલયમાં પોતાના અધિકાર માટે વાત કરવાં આવ્યાં. જેટલાં મંત્રી મળે એ તમામને રજૂઆત કરવાના સંકલ્પ સાથે. પણ ફક્ત શ્રી શંકરભાઈ ચૌધરી જ મળ્યા. એમને આવેદન આપ્યું. સાથે સાથે મુખ્યમંત્રી શ્રી આનંદી બહેન પટેલને પણ રજૂઆત આપી.(તેઓ પ્રત્યક્ષ મળ્યા નહોતા પણ એમનાં સેક્રેટરી શ્રીને અરજી આપી અને તમામ સ્થિતિથી તેમને અવગત કરી આનંદીબહેનનું ધ્યાન દોરવા વિનંતી કરી. જે રાજકારણ નડે છે એની પણ વાત કરી.) 

ગાંધીનગરનો આ ફેરો ફોગટ ના ગયો. ગઈ કાલે એટલે કે તા.૧૧ ફેબ્રુઆરીના રોજ અધિકા

રીગણે દબાણ દુર કરવાં આવવાની વાત કરી પણ જેવું બુલડોઝર શરુ થયું કે દબાણકર્તા વ્યક્તિઓ કે જેઓ આ જગ્યા પોતાની હોવાનો દાવો કરે છે એ લોકો બુલડોઝર સામે સુઈ ગયા. આખરે કામ બંધ કર્યું. (મામલતદાર શ્રી એ દબાણકર્તા પરિવારોને આ જગ્યા એમની પોતાની હોય તો એના પુરાવા એક દિવસમાં રજૂ કરવાં પણ કહ્યું.)  વિચરતા પરિવારોને હવે આ કામ થશે કે કેમ એની શંકા થવાં માંડી. vssm ના કાર્યકર ઈશ્વરભાઈની તો ધીરજ ખૂટી ગયેલી.

મામલતદાર શ્રી શિવરાજ ગીલવાએ આજે સવારે ફરી બુલડોઝર સાથે વિચરતા પરિવારોને તૈયાર રહેવાં કહ્યું. બધા જ પરિવારો તૈયાર સામે પક્ષે જેમનો આ જમીન પોતાની હોવાનો દાવો એ લોકો પણ તૈયાર. બપોર થઇ પણ તો પણ કામ શરુ થયું નહોતું. આજે વિચરતા પરિવારોએ નક્કી જ કર્યું હતું કે જ્યાં સુધી કામ કામ શરુ નહિ થાય ત્યાં સુધી ઘરે નહિ જાય.. અધિકારીગણ પોતાની રીતે મદદ કરવાં તત્પર આખરે બપોરના ૨૦ પોલીસકર્મી સાથે મામલતદાર શ્રી અને તાલુકાના અન્ય અધિકારીગણની હાજરીમાં દબાણ દુર કરવાની પ્રક્રિયા શરુ થઇ. જે ફોટોમાં જોઈ શકાય છે. 

આ પરિવારોને તેમનો હક અપાવવામાં મદદરૂપ થનાર સૌનો આ તબક્કે આભાર વ્યક્ત કરું છું. 

Participative process ensures optimum utilisation of precious resources….

Low cost houses are always difficult to make. Apart from containing the cost the concern is whether the family would actually prefer to live in it or not. Many a times because of the  budget constraints the quality of constructing  such  houses is compromised, consequently  such homes are rejected by the families for whom they were built in the first place. This results into  sheer waste of  valuable and scarce resources. When VSSM initiated supporting construction of homes for the nomadic families,   it made a conscious decision not to compromise on the design and quality of the house built. The families for whom the homes are built have had an important say in the design of the homes These families also play a crucial role in the construction process. Hence the argument that the marginalised families eventually do not go and stay in the homes built for them is not true when it comes to VSSM supported construction.

Presently, we are under process of beginning the construction of homes in the settlement in Dhangadhra where construction of two sample homes is underway. Once the sample homes are ready the families will have a look and suggest if they need any modifications in the design based on which the rest of the homes will be constructed. Such participative process ensures optimum utilisation of available resources and satisfying the needs of each family. Ultimately its a home of their imagination  and our efforts focus towards ensuring that we help these families realise their yearning

વિચરતા પરિવારોની ધ્રાંગધ્રા વસાહતમાં બે સેમ્પલ હાઉસ તૈયાર થઇ રહ્યા. એક વખત સેમ્પલ હાઉસ બન્યા પછી તમામ વાદી પરિવારો એ ઘર જોઇને એમાં સુધારા વધારા સૂચવશે અને એ પછી વસાહતના બાકીના મકાનોનું પ્લીન્થ લેવલથી ઉપરનું કામ શરુ થશે. 

વાદીપરિવારોએ ઘરનું જે સ્વપ્ન સેવ્યું છે એવું જ ઘર બનાવી આપવાનો અમારો પ્રયત્ન છે. આવી જ રીતે દરેક વંચિત પરિવારોના ઘર બને તો દરેક વ્યક્તિ પોતના ઘરમાં હોંશે હોંશે રહેવા જશે. ઘર બનાવી આપ્યા પછી આ લોકો એમાં રહેતાં જ નથી એ વિધાન સાવ ખોટું સાબિત થશે.. કેમ કે એની કલ્પનાનું એ ઘર હશે..

Nomadic Tribes Settlement - Construction under progress..

VSSM is proposing to construct homes for 143 families in Juna Deesa. The 70 families that recently received allotment letters have received cheques of Rs. 21,000 as aid towards constructing homes. We have initiated construction of homes for these families,  while request has been made to the concerned authorities to speed up the process of plot allotments to the remaining families.

જુના ડીસામાં 143 વિચરતા પરિવારોના ઘર બનાવવાના છે. હાલમાં બે સેમ્પલ હાઉસ તૈયાર થઇ રહ્યા. અહિયાં ૭૦ પરિવારોને કલેકટર શ્રી દ્વારા સનદ આપવામાં આવી છે તેમને મકાન સહાયના રૂ.૨૧,૦૦૦ ના ચેક પણ મળી ગયા છે. બાકીના પરિવારોને પણ ઝડપથી સનદ મળે એ માટે આપણે રજૂઆત કરી છે. સનદ મળ્યા પછી જ એમને મકાન સહાય મળશે. હાલમાં જે પરિવારોને મકાન સહાય મળી છે તેવા પરિવારોના મકાનનું બાંધકામ આગળ વધાર્યું છે.

Babukaka will once again have a home….

On 3rd september 2014 we carried the story of Babubhai Vasfoda, whom we had encountered while he was begging outside a government office in Diyodar. After that one random  meeting we have been trying to ensure that Babubhai gets government support to build a home. Consequently, during a recent Garib Kalyan Mela organised at Diyodar he was presented a cheque of Rs. 21,000. Most or all the times the poverty of the nomadic families is so evident requiring absolutely no physical evidence to support the claim and such was the case with Babukaka also, the abject poverty in which he survived was just showing through when he came on the stage to receive the cheque. 

The next challenge for us is how will he build a home as Babukaka is handicap. Babukakanow considers  VSSM’s Narnabhai his son so he now rests assured feeling Naranbhai will take care of the job. Naranbhai is also living up to that expectation ensuring that things are taken care of him. He has contacted some masons to workout the estimates. He has also requested VSSM to pitch n some support. It is because of such dedicated team members  that VSSM has now earned the identity of being home  for all the the nomadic and de-notified communities, it is because of them that VSSM marches ahead to achieve its ultimate mission…. empowering the nomads.

બાબુભાઈ નું ઘર હવે બંધાશે...

દિયોદરમાં રહેતાં બાબુભાઈ વાંસફોડા જેઓ ભીખ માંગી પોતાનો ગુજારો કરતાં જેમની વાત અગાઉ અહીં લખી હતી. (જે વાંચવા ક્લિક કરો. http://nomadictribes.blogspot.in/2014/09/life-and-its-many-hues.html) આ બાબુકાકાને ઘર બાંધવા સરકારી સહાય મળે એ માટે આપણે પ્રયન્ત કરતાં હતાં. જેના પરિણામ સ્વરૂપ એમને રૂ. ૨૧,૦૦૦નો ચેક દિયોદરમાં આયોજિત ગરીબ કલ્યાણ મેળામાં આપવામાં આવ્યો. ચેક લેતી વખતે સમગ્ર સ્ટેજ પર બાબુકાકાની દરિદ્રતા દેખાઈ રહી હતી. બાબુકાકા અપંગ છે ઘર કેવી રીતે બંધાશે એ પણ મુંઝવણ છે. જોકે એમણે vssm ના કાર્યકર નારણને પોતાનો દીકરો માન્યો છે અને નારણ એમને ઘર બાંધી આપશે એવી એમને શ્રદ્ધા છે.

નારણે પણ દીકરાને છાજે એમ ઘરના બાંધકામ માટે કડિયાને બોલાવી એસ્ટીમેટ નક્કી કરાવ્યો છે. vssm પણ બાબુકાકાને ઘર બાંધવા મદદ કરે એવી વિનંતી પણ કરી છે. 

vssm ના આવા સંનિષ્ઠ કાર્યકરોના કારણે જ વિચરતી જાતિઓના વિકાસના આ કામો થઇ શક્યા છે અને vssm એટલે વિચરતી જાતિનું ઘર એવી ઓળખ ઉભી થઇ છે. એમની નિષ્ઠાથી સંસ્થા ઉજળી બની છે..

Life and its many hues…..

Babubhai Vasfoda led a perfect life, he had everything he had asked for. It was a life seldom imagined by anybody from nomadic communities. Inspite of being a from a nomadic community Babubhai  never took up the traditional trade of making baskets of bamboo instead he worked at the ticket counter at a local cinema in Diyodar. A loving and hardworking wife, two daughters and two sons made his family complete. With the money earned from the job he purchased some land and built a small house on it.  But such good times did not last long. His wife fell ill with cancer. A lot of money including his savings were spent on her treatment. But it was not enough to save her life. After the wife his two daughters and one son passed away too. It was extremely difficult to bear so much of pain.  Babubhai suffered a stroke and remained bedridden for long. The house that was built with so much of love and aspirations began crumbling down. he had to make  small hut next to the house. His son had to move to Kutchh to earn living. Babubhai had to take care of himself. He gathered strength to start walking again but work to earn was impossible. He was left with no option but to take up begging to survive. He never complained but accepted and silently endured his fate.

VSSM’s team member Naranbhai happened to meet Babukaka near  government office at Diyodar. It is the place where Bahukaka begs. Naranbhai did what he always does, he began talking to Babukaka, asked why he was begging and got to know his details . He probed a bit further to find his name in the BPL list. It was possible to get housing support for Babukaka. Naranbhai spoke to the TDO  and made an application for housing support. Time passed but nothing moved so case was presented at the panchayat  as well as Collector’s office. Atlast the application has been approved under the Indira Was Yojna. He has also received first cheque.

‘Naranbhai, I have no one else to rely on, you will have to construct my house, you are my son here since my son is away …….’ such faith Babukaka has put in Naranbhai.

કિસ્મતનો ખેલ

દિયોદરમાં બાબુભાઈ વાંસફોડા તેમના પરિવાર સાથે સ્થાઈ રહે. પરિવારમાં બે દીકરી અને બે દીકરા. બાબુભાઈએ જિંદગીમાં ક્યારેય વાંસનું કામ કર્યું નહિ પણ પોતાની આવડતથી એ દિયોદરમાં આવેલી એક ટોકીઝમાં ટીકીટ વિતરણનું કામ કરે. પોતાની મહેનતથી જમીન ખરીદી,અને નાનું ઘર બાંધ્યું. પણ આ સુખી પરિવારને કોણ જાણે કોની નજર લાગી. બાબુભાઈની પત્નીને કેન્સર થયું અને તેમાં એ આર્થિક રીતે ઘસાઈ ગયા. તેમની પત્ની મૃત્યુ પામી એની પાછળ બે દીકરી અને એક દીકરો પણ.. આટલું બધું સહન કેવી રીતે થાય? એમને લકવા પડી ગયો. શરૂઆતમાં તો ખાટલામાં જ પડ્યા રહેવું પડે પણ પછી ધીરે ધીરે લંગડાતા ચાલવાનું શરુ કર્યું, એક હાથ કામ કરતો બંધ થઇ ગયો હતો. એક દીકરો જે મોટો થયા પછી કામ માટે કચ્છમાં જઈને રહ્યો. દિયોદરમાં બાબુકાકા એકલાં જ રહ્યાં. મજૂરી શક્ય નહોતી એટલે એ ભીખ માંગીને જીવન જાણે પૂરું કરતા હોય એમ જીવે.. જે મકાન ખુબ પ્રેમથી બનાવ્યું હતું એ જર્જરિત થઇ ગયું. ઝાપરું કરીને રહેવાનો વારો આવ્યો.. પણ કોઈની સામે કોઈ ફરિયાદ નહિ... આ બધું થવાનું લખ્યું હશે એટલે થાય છે એવી ગ્લાની સાથે જીવે..

vssm ના કાર્યકર નારણ સરકારી કચેરીમાં વિચરતી જાતિના કામો માટે ગયા હતાં બાબુકાકા ત્યાં ભીખ માંગવા આવ્યા. ટેવ મુજબ બાબુકાકાની વિગતો જાણી. એમના ઘરે ગયા. BPL યાદીમાં એમનું નામ હતું. એટલે એમને મકાન સહાય મળે એમ હતું. નારણભાઈએ TDO શ્રી સમક્ષ આ બાબતે વાત કરી અને મકાન સહાય માટે અરજી પણ કરી. સમય ગયો પણ કંઈ ના થતા કલેકટર થી લઈને ગ્રામપંચાયતમાં રજૂઆત કરી. આખરે એમની મકાન સહાય મંજૂર થઇ. ઇન્દિરા આવાસ યોજનામાં તેમનું મકાન બંધાશે. એમને પહેલો ચેક મળી ગયો. નારણભાઈ ને બાબુકાકા કહે છે, ‘નારણભાઈ તમારે જ મારું ઘર બનાવી આપવાનું, મારો દીકરો અહી નથી તમે મારા દીકરા જેવા છો.’

The Kalupur Commercial Cooperative Bank stands by us again, provides loans of Rs. 30.30 lacs to the Vadi families of Dhangadhra……

The government aid of Rs. 45,000 to build a house cannot  even meet the basic requirement of building a decent one room home. Constant advocacy for increasing the amount resulted into doubling of the amount but this was conditional i.e  the amount increased for those who lived in the rural areas not for those who stayed in the urban settlements or ghettos. When poverty does not discriminate how can authorities differentiate.. we fail to comprehend such decisions and are lobbying to raise the amount for the urban poor as well.


The construction of homes is about to begin for the 155 nomadic families of Dhangadhra. These families will not be getting Rs. 70,000 but only half of it. How to manage the rest of the amount is the big question they face!! VSSM comes to their support by mobilising funds to facilitate the construction but that amount to does not meet the estimated cost of 1.25. The amount of Rs. 25,000 for each family will be supported by well wishers of VSSM.  The dilemma to raise the remaining amount was  solved when our long standing partner The Kalupur Commercial Cooperative Bank came forward to provide loan to these families at minimal interest rate with the loanee deciding on the amount of EMI!! The office bearers of the bank also showed willingness to expedite the entire process. There was nothing more one could ask for. 55 families received their cheques on the 5th of December 2014.

We are thankful to the bank authorities for taking the risk of trusting the families who as such do not have any documents to prove their identity and income..

ધી કાલુપુર કોમર્શીયલ કૉ-ઓપરેટીવ બેંક લિ. દ્વારા ધ્રાંગધ્રાના વાદી પરિવારોને ઘર બાંધવા માટે રૂ. ૩૦.૩૦  લાખની લોન આપવામાં આવી..

ધ્રાંગધ્રામાં વસતા ૧૫૫ વાદી પરિવારોને સરકાર દ્વારા રહેણાંક અર્થે પ્લોટ ફળવાયા. આ પ્લોટ પર મકાન બાંધવા માટે સરકાર રૂ.૪૫,૦૦૦ આપે પણ આજની મોંઘવારીમાં આટલી રકમમાંથી ઘર થાય નહિ. સરકારમાં મકાન સહાયની રકમ વધે એ માટે અવાર નવાર ઘણી રજૂઆતો કરી આખરે મકાન સહાયની રકમ રૂ.૭૦,૦૦૦ થઇ પણ એમાં શહેરમાં રહેતાં વંચિત પરિવારોને એનો લાભ ના મળે એવી જોગવાઈ થઇ. આની પાછળના કારણો જાણવાની અમે કોશિશ કરીએ છીએ પણ હજુ સુધી નક્કર કારણો મળ્યા નથી. ધ્રાંગધ્રા એ શહેર છે એટલે આ પરિવારોને રૂ.૭૦,૦૦૦ ની મદદ નહિ મળે. આ પરિવારોએ સરકારમાં રજૂઆત કરી છે પણ એનો કોઈ જવાબ નથી. શું કરવું પાસે એવી કોઈ બચત નથી પણ ઘર તો બાંધવાનું ને.. વળી ઘરનો અંદાજ ૧.૨૫ લાખ થવાં જાય છે. આ સ્થિતિમાં આ પરિવારોને vssm સાથે સંકળાયેલા શુભેચ્છક દાતાઓએ રૂ.૨૫,૦૦૦ની મદદ કરવાનું નક્કી કર્યું છે. સરકાર હાલના ધારા ધોરણ પ્રમાણે રૂ.૪૫,૦૦૦ આપશે આ સિવાયની ખૂટતી રકમનું શું? અમારી આ મૂંઝવણનો ઉકેલ vssm ના કામોમાં સદાય સહયોગી એવી કાલુપુર બેંકે આપ્યો. બેંકના હોદ્દેદારોએ આ પરિવારોને તત્કાલ લોન આપવા અંગે સહમતી દર્શાવી. વ્યાજદર પણ ઓછો અને હપ્તો આ પરિવારોએ ભરવો હોય એટલો. આટલી છૂટ સાથે તા.૫ ડીસેમ્બર ૨૦૧૪ ના રોજ ૧૫૫ માંથી ૫૫ પરિવારોને તેમની જોઈતી લોનના ચેકનું વિતરણ કરવામાં આવ્યું. બેંકમાં પ્રથમ વખત આવેલાં આ પરિવારોને સૌ હોદ્દેદારોએ પ્રેમ પૂર્વક આવકાર્ય. 

પોતાની ઓળખના ઠેકાણા નથી એવામાં આ પરિવારો પર ભરોષો કરીને એમને લોન આપવાનું સાહસ કરનાર કાલુપુર બેંકનો vssm પરિવાર આભાર વ્યક્ત કરે છે. આ પરિવારો ઝડપથી વહાલપની વસાહતમાં કાયમ વસી જાય એવી અભ્યર્થના સાથે...

with such changing approach the future sure looks bright for these communities...

The 143 nomadic families living in Juna Deesa region of Banaskantha have been alloted residential plots however,  the current condition of the land makes it impossible  for any construction to commence on it. The land is  infested with wild shrubs and bushes. It  also needs to levelled up. Clearing  and levelling the land requires lots of  funds. Throughout the last couple of months a very supportive  district administration tried its level best to get funds sanctioned for the said job but found it impossible since there are no budgetary allocations for such expenditure. According to the government estimate the expenditure is close to Rs. 10 to 11 lacs.   Ultimately, after many sincere efforts  the Banaskantha district Collector Shri. Rana informed  "that it would be better if the families or the organisation mobilised   the required funds. In absence of any budget the wait for government funds would be too long and we will be unnecessarily wasting precious time."

What now?? How to mobilise so much of money was the question that we all faced?? The families who have been alloted land are either daily wage earners or survive on traditional occupations. Funding the project of cleaning up the land was an impossible task. We spoke to the community leaders from these families and informed them that the funds had to be mobilised by us. The leaders called for a joint meeting of 143 families. On 2nd January these families met and showed readiness to contribute towards the expense of levelling the land. It has been decided to mobilise Rs. 5000 per family, form an association and work under its leadership. 

The concept of saving just does not exist in the the lives of these families and yet their agreeing to save and contribute speaks volumes about the changing mindsets and approach of these communites. The poor just do not like to work hard, they love to live on charity, they can just survive on freebies are some notions the privileged have about the poor and such change has proved them all wrong. The future sure looks bright and hope filled for them.

એમનો અભિગમ અને સમજણ બદલાઈ રહી છે..

બનાસકાંઠાના જુના ડીસામાં વિચરતા સમુદાયના ૧૪૩ પરિવારોને સરકાર દ્વારા રહેણાંક અર્થે પ્લોટ ફળવાયા છે. પણ આ જગ્યા પર હાલની સ્થિતિમાં ઘર બાંધી શકાય તેમ નથી. જમીનમાં ખાડા ટેકરા અને પુષ્કળ ઝાડી ઝાંખરા છે. જ્યાં સુધી જમીન સમતળ ના થાય ત્યાં સુધી ઘર બાંધકામનું કામ શરુ કરી શકાય નહિ. બનાસકાંઠાનું સમગ્ર વહીવટી તંત્ર ખુબ હકારાત્મક રીતે મદદરૂપ થાય પણ આ જમીન સમતળ માટેના ખર્ચની જોગવાઈ એમની પાસે પણ નહીં.

આદરણીય કલેકટર શ્રી રાણા સાહેબે પૂરો પ્રયત્ન કર્યો પણ આ નીમિતનો ખર્ચ સંભવિત નહોતો. એમણે છેવટે કહ્યું, ‘આ જમીન સમતળ તમે(સંસ્થા)/આ પરિવારો જાતે કરાવી લો તો ખુબ સારું. હાલમાં જોગવાઈ નથી અને એ માટે વધુ સમયની રાહ જોવી એના કરતા ઝડપથી કામ શરુ થાય તેમ કરીએ એ વધારે યોગ્ય છે.’ એમની વાત સાચી હતી. પણ ખર્ચ ઘણો મોટો - સરકારી અંદાજ  પ્રમાણે રૂ.૧૦ થી ૧૧ લાખ.. શું કરવું? 

જે પરિવારોના ઘર બાંધવા છે એ બધા જ છૂટક મજૂરી કે પોતાના પરંપરાગત વ્યવસાય ઉપર નભે છે. આ પરિવારોના આગેવાનો સમક્ષ જમીન સમતળ આપણે આપણા ખર્ચે જ કરવાની છે એ વાત કરી. એમણે આ સંદર્ભે ૧૪૩ પરિવારોની એક બેઠક આયોજિત કરી એમાં આ વાત મુકવા કહ્યું. તા. 2 જાન્યુઆરી ૨૦૧૫ના રોજ એમની સાથે બેઠક થઇ. બધા પરિવારોએ પોતાની રીતે જમીન સમતળ નો ખર્ચ કાઢવાની તૈયારી દર્શાવી. એમણે હાલ પુરતું ઘર દીઠ રૂ.૫,૦૦૦ ભેગા કરવાનું નક્કી કર્યું. અને એમની મંડળી બનાવીને એના નેજા હેઠળ આ આખું કામ થાય તેમ ગોઠવ્યું.. 

ગરીબ માણસો બધું મફતનું જ લેવા ઇચ્છે છે એમને મહેનત કરવી નથી વગેરે જેવા વિધાનો આ પરિવારોએ ખોટા પડ્યા. સૌ પરિવારોએ સરકારે પ્લોટ આપ્યા એ માટે આભાર વ્યક્ત કર્યો અને ખુબ ઝડપથી વસાહતનું નિર્માણ થાય એમ કરવાંનો નિશ્ચય કર્યો.. બચત આ પરિવારો કરતાં જ નથી. રોજ લાવવું અને ખાવું પણ હવે આ બધું સમજી રહ્યા છે... એમનો અભિગમ અને સમજણ બદલાઈ રહી છે.. જે એમનાં આવનારા ભવિષ્ય માટે આશાસ્પદ છે..

The 18 Vansfoda and Gadaliya families of Duchakwada, Khanodar and Lakhni villages Banaskantha’s Diyodar needed residential plots for settling down. It had been a while since  we had mentioned this need to the district Collector, the question the authorities faced  was where to plots?? The officials had already tried to allot plots in some villages in Diyodar but there was severe opposition by the villagers. Finally additional collector Shri. Khantsaheb suggested to allot plots in the village of Lakhni advising us to probe if these nomadic families were ready for it or not?

The families were asked if they were prepared to stay in Lakhni village after their affirmation VSSM’s Naran prepared applications and submitted it to the Mamlatdar of  Lakhni Shri. Thakorsaheb. There was some resistance from the villagers. Actually there are some Meer families staying in the village of Lakhni so the villagers said, ‘ these Gadaliya and Vansfoda do not stay here,  whereas the Meer families have been staying here for quite a few years now, why not give plots to Mir?’ Shri. Thakorsaheb had to explain to them that ‘ the Meer are not considered to be nomadic community, once they get a caste certificate of nomadic community plots will be allotted to them as well. But like the Meer these 18 nomadic families are needy so why not give them plots first?’  Nobody opposed but none was happy about it too. However, Shri. Khantsaheb and Shri. Thakorsaheb are positive  that things will fall in place!! As we await these families getting their permeant addresses…………

ગુજરાતીમાં અનુવાદ...

‘મીરની જેમ જ આ ૧૮ પરિવારો પણ જરૂરિયાત વાળા છે. એટલે આપણે પ્લોટ આપીએ’

બનાસકાંઠાના દિયોદર તાલુકાના ડુચકવાડાના ૭, ખાણોદર-૮ અને લાખણી તાલુકાના ચાળવા ગામમાં ચોમાસું પસારકરતાં ૩ ગાડલિયા અને વાંસફોડા પારીવારોને સ્થાઈ રહેણાંક અર્થે પ્લોટ મળે એ માટે છેલ્લા ઘણા વખતથી કલેકટર શ્રી સમક્ષ રજૂઆત કરી હતી. પણ એમને ક્યાં પ્લોટ આપવા તે સૌથી મોટો પ્રશ્ન હતો. દિયોદર તાલુકાના કેટલાંક ગામોમાં આ પરિવારોને પ્લોટ મળે એ માટે પ્રયત્ન કર્યો પણ ગામ લોકો એ ખુબ વિરોધ કર્યો. આખરે પ્રાંત કલેકટર શ્રી ખાંટ સાહેબે ૧૮ પરિવારોને લાખણીગામમાં પ્લોટ આપવાની વાત કરી પણ આ પરિવારો સહમત છે કે કેમ તે જોઇને આ નક્કી કરવા અંગે કહ્યું.

લાખણીમાં રહેવાં સહમતી બાબતે ૧૮ પરિવારો સાથે vssm ના કાર્યકર નારણે વાત કરી. પરિવારો સહમત થયાં એટલે નારણે લાખણી મામલતદાર શ્રી ઠાકોર સાહેબને મળીને ૧૮ પરિવારોની દરખાસ્ત આપી. ગામના લોકોએ થોડો વિરોધ કર્યો. મૂળ તો ગામમાં મીર પરિવારો પણ છે એમણે કહ્યું, ગામમાં ઘણા વખતથી ચોમાસું રહેતાં મીરને પ્લોટ આપોને. ગાડલિયા અને વાંસફોડા અહિયાં ક્યાં રહે છે તે એમને આપો છો?’ પણ પછી મામલતદાર સાહેબે સૌને સમજાવ્યા કે, ‘મીરને વિચરતી જાતિનું પ્રમાણપત્ર મળે પછી એમને પણ પ્લોટ આપી શકાશે. પણ મીરની જેમ જ આ ૧૮ પરિવારો પણ જરૂરિયાત વાળા છે. એટલે આપણે આપીએ’. કોઈએ વિરોધ ના કર્યો પણ કોઈને ગમ્યું પણ નહિ.. પણ મામલતદાર સાહેબ અને ખાંટ સાહેબ કહે છે, એમ બધું ગોઠવાઈ જશે. આ પરિવારો પણ પોતાનું કાયમી સરનામું મળે એની રાહમાં છે.

આખરે જુના ડીસામાં દબાણ હટાવવાનું કામ શરુ થયું..

૨૦૧૧માં વિચરતા સમુદાયના ૧૪૩ પરિવારોને રહેણાંક અર્થે પ્લોટ ફાળવાયેલા. ગામનાં કેટલાંક પરિવારોએ એ જગ્યા પોતની હોવાનો દાવો કર્યો તો સામે પક્ષે જમીન પણ ખુબ ઉબડ-ખાબડ. જમીન સમતળ માટે સરકારમાં ખુબ પ્રયત્ન કર્યો પણ સરકાર પાસે એ માટેની કોઈ જોગવાઈ નહિ આખરે આ પરિવારોએ જાતે જ જમીન સમતળ કરાવવાનું નક્કી કર્યું. પણ દબાણનું શું. કલેકટર શ્રીને આ જગ્યાનો કબજો અધિકારી ગણની હાજરીમાં આપવા વિનંતી કરી.

એમને થોડા દિવસ પહેલાં અધિકારીને મોકલાવ્યા અને કામ શરુ થયું. ત્યાં ગામના લોકો જે આ જગ્યા પોતાની હોવાનો દાવો કરે છે એ આવ્યાં અને ઝગડો શરુ કર્યો. થોડીવારમાં અધિકારી ગણે હાલ કામ બંધ કરીએ છીએ એમ કહીને કામ બંધ કરવાની સુચના આપી પછી ખબર પડી કે આમાં રાજકારણ સંકળાયું છે. વિચરતી જાતિના આપણા પરિવારોનો જીવ અધ્ધર થઇ ગયો હતો શું કરવું એની સમજ ના પડે.

તા.૧૦ ફેબ્રુઆરી૨૦૧૫ના રોજ વસાહતમાંથી જેમના ઘર બાંધવાના છે એમાંથી ૪૦ વ્યક્તિઓ ગાંધીનગર સચિવાલયમાં પોતાના અધિકાર માટે વાત કરવાં આવ્યાં. જેટલાં મંત્રી મળે એ તમામને રજૂઆત કરવાના સંકલ્પ સાથે. પણ ફક્ત શ્રી શંકરભાઈ ચૌધરી જ મળ્યા. એમને આવેદન આપ્યું. સાથે સાથે મુખ્યમંત્રી શ્રી આનંદી બહેન પટેલને પણ રજૂઆત આપી.(તેઓ પ્રત્યક્ષ મળ્યા નહોતા પણ એમનાં સેક્રેટરી શ્રીને અરજી આપી અને તમામ સ્થિતિથી તેમને અવગત કરી આનંદીબહેનનું ધ્યાન દોરવા વિનંતી કરી. જે રાજકારણ નડે છે એની પણ વાત કરી.)

ગાંધીનગરનો આ ફેરો ફોગટ ના ગયો. ગઈ કાલે એટલે કે તા.૧૧ ફેબ્રુઆરીના રોજ અધિકારીગણે દબાણ દુર કરવાં આવવાની વાત કરી પણ જેવું બુલડોઝર શરુ થયું કે દબાણકર્તા વ્યક્તિઓ કે જેઓ આ જગ્યા પોતાની હોવાનો દાવો કરે છે એ લોકો બુલડોઝર સામે સુઈ ગયા. આખરે કામ બંધ કર્યું. (મામલતદાર શ્રી એ દબાણકર્તા પરિવારોને આ જગ્યા એમની પોતાની હોય તો એના પુરાવા એક દિવસમાં રજૂ કરવાં પણ કહ્યું.) વિચરતા પરિવારોને હવે આ કામ થશે કે કેમ એની શંકા થવાં માંડી. vssm ના કાર્યકર ઈશ્વરભાઈની તો ધીરજ ખૂટી ગયેલી. 

મામલતદાર શ્રી શિવરાજ ગીલવાએ આજે સવારે ફરી બુલડોઝર સાથે વિચરતા પરિવારોને તૈયાર રહેવાં કહ્યું. બધા જ પરિવારો તૈયાર સામે પક્ષે જેમનો આ જમીન પોતાની હોવાનો દાવો એ લોકો પણ તૈયાર. બપોર થઇ પણ તો પણ કામ શરુ થયું નહોતું. આજે વિચરતા પરિવારોએ નક્કી જ કર્યું હતું કે જ્યાં સુધી કામ કામ શરુ નહિ થાય ત્યાં સુધી ઘરે નહિ જાય.. અધિકારીગણ પોતાની રીતે મદદ કરવાં તત્પર આખરે બપોરના ૨૦ પોલીસકર્મી સાથે મામલતદાર શ્રી અને તાલુકા અન્ય અધિકારીગણની હાજરીમાં દબાણ દુર કરવાની પ્રક્રિયા શરુ થઇ. જે ફોટોમાં જોઈ શકાય છે.

આ પરિવારોને એમનો હક અપાવવામાં મદદરૂપ થનાર સૌનો આ તબક્કે આભાર માં છું.

‘Do dare to spend a single winter night under these open sky..'

143 nomadic families have been allotted residential plots in Juna Deesa. However, the extreme unevenness and bumpy conditions of the land makes it impossible to commence construction on it. Surfacing the land  requires huge funds and there are no provisions for the same in the government welfare budgets. Still, money was collected for the same by the families. The amount collected was Rs. 3,00,000/- (3 lacs). The levelling activity did commence but the dominant elements of the village began opposing the levelling. ‘ No activity what so ever should be done on this land,’ they ordered. What is the point in getting into conflict with the village, hence we stopped the activity and talked to the Mamlatdar on the matter. The officialdom has been very supportive through out but how do we  deal with such strong opposition??  We requested police protection but since they were busy wit the 26th January security logistics the matters will be taken after that is what we were told!! So we waited for 26th January to pass by. We spoke to them again to refresh their memory. Will be done, was the reply. But how long do we wait???

The group opposing the settlement of these families itself  belongs to marginalised community but now they are able and powerful, ‘ this is our land, we do not want anybody settling here,’ is their bold claim. Fact being this plot of land is government’s and there are documental evidences of it been allotted to these families. 

It has been 4 years and still the matter is far from being resolved. The families and us all are tired and frustrated with the state of affairs. ‘Do dare to spend a single winter night under the open sky and you shall empathise with these families,’ we told the people opposing. We wonder if any one is listening..

ગુજરાતીમાં અનુવાદ...

‘એક રાત છાપરામાં કે ખુલ્લા આકાશની નીચે આવી ટાઢમાં પસાર તો કરો..’

જુના ડીસામાં ૧૪૩ વિચરતા પરિવારોને સરકારે રહેણાંક અર્થે પ્લોટ આપ્યાં. પણ જમીન પર ઘર બાંધવું શક્ય નહિ. ખુબ મોટા ખાડા. સરકારે જમીન સમતળ માટે કોઈ જોગવાઈ નહોવાનું કહ્યું. સમતળ માટે માતબર ખર્ચ થવાનો હતો. આખરે વિચરતા પરિવારોએ જ પરિવાર દીઠ અમુક રકમ કાઢીને જમીન સમતળ કરવાનો નિર્ણય કર્યો. રૂ. ૩,૦૦,૦૦૦ તો ભેગા પણ થઈ ગયાં. જેસીબીથી જમીન સમતળનું કામ શરુ થયું કે ગામના કેટલાંક માથાભારે તત્વોએ ‘આ જમીન પર કોઈ પણ પ્રવૃત્તિ નથી કરવાની.’ એમ કહીને વિરોધ શરુ કર્યો. ગામ સાથે સંઘર્ષ કરવાનું માંડી વાળી અમે કામ બંધ કર્યું અને મામલતદાર શ્રીને રજૂઆત કરી. આખું વહીવટીતંત્ર ખુબ હકારાત્મક પણ વિરોધનું શું કરવું. પોલીસ પ્રોટેક્શન માંગ્યું. પણ સૌ ૨૬ જાન્યુઆરીમાં વ્યસ્ત હતાં એટલે એ પછી આ અંગે નિર્ણય કરવાનું નક્કી કર્યું. ૨૬મી પણ ગઈ પણ હજુ સુધી આ સંદર્ભે કોઈ નિર્ણય લેવાયો નથી. અમે ફરી રજૂઆત કરી છે. સારું થશે એવું આશ્વાસન પણ મળ્યું છે પણ ક્યાં સુધી રાહ જોવાની???

આમ તો ડીસામાં આ પરિવારોનો વિરોધ કરનારા એક વખતના વંચિતો જ છે પણ આજે હવે સક્ષમ છે એટલે, ‘ આ પરિવારોનો વસવાટ આ જગ્યા પર ના જોઈએ. આ જગ્યા અમારી છે એમ કહે છે’ આ જગ્યા સરકારી છે અને આ પરિવારોને ફાળવી છે એના પુરાવા છે છતાં આવો દાવો! 

વિચરતા પરિવારો અને સાથે સાથે અમે પણ થાકી ગયા છીએ ચાર વર્ષ થયાં છતાં આ સમસ્યાનો ઉકેલ આવતો નથી. વિરોધ કરનારને અમે કહ્યું, ‘એક રાત છાપરામાં કે ખુલ્લા આકાશની નીચે આવી ટાઢમાં પસાર કરો તો આ પરિવારોની પીડા સમજાશે.’ પણ અહી તો ક્યાં કોઈને સમજવું છે?

It all seems like a dream….. even before the government support reach them, the Vadee families have begun constructing their homes!!

In the town of Dhangadhra, the  construction of homes of 155 Vadee families  is already underway… and the reason it is  worth mentioning here is because the government aid to construct houses has not reached these families yet. They are managing with the money they have or can mobilise on their own. Social welfare officer Shri. Aghara is amazed at this happening. ‘ It seems like  dream. Even before receiving government money these families have begun constructing their new homes!!!’ he says surprisingly. The general belief for Vadee community is they thrive on all things free, they seldom spend their own money and they never like to do labour intensive work. This was also the perception of Shri. Aghara who himself had experienced such behavioural traits of the Vadees. 

These families  have dug the foundation on their own, did not know the basics of construction but have constantly consulted the VSSM team members in the region Jayantibhai and Harshadbhai. ‘Is this fine, are we doing it right, Jayantinath??’ they inquired constantly.  The team members have such strong affiliation with these communities that they consider them one of their own (christening Jayantibhai to Jayantinath. Nath being the suffix in Vadee names or equivalent to bhai) Such remarkable break throughs are only possible because of such strong connect between the team and the communities.  Another astonishing fact is that these families today paid the first EMI towards the housing  loan from The Kalupur Commercial Cooperative Bank. Placing  tremendous faith in these families  the Kalupur Bank had lent each family a loan ranging anywhere between Rs. 10,000 to Rs. 50,000.  

An  urge to move into their own abodes can be clearly sensed. We can sense a glim of  joy in their eyes as their dream of moving into their own homes is soon to be a reality. The friends and well wishers of VSSM has provided support of Rs. 25,000 to  each of these families and we are extremely grateful for that. May we together make it possible for more an more such  families to move into their own abodes of love and happiness……...

‘આ સ્વપ્ન લાગે છે. હજુ સરકારની સહાય મળી નથી ને છતાં આ પરિવારો પોતાની પાસેથી સગવડ કરીને ઘર બાંધી રહ્યા છે’

ધ્રાંગધ્રામાં ૧૫૫ વાદી પરિવારોના ઘરો બંધાઈ રહ્યા છે. સમાજ કલ્યાણ અધિકારી શ્રી અગારા સાહેબ કહે છે એમ ‘આ સ્વપ્ન લાગે છે. હજુ સરકારની સહાય મળી નથી ને છતાં આ પરિવારો પોતાની પાસેથી સગવડ કરીને ઘર બાંધી રહ્યા છે’ મૂળ તો વાદી સમુદાય માટે સૌને એમ થાય કે, આ લોકો મફતનું જ ખાય પોતાના ખિસ્સામાંથી રૂપિયોય ના કાઢે કે મજૂરી પણ ના કરે! અઘારા સાહેબનો આ સમુદાય માટે એવો અનુભવ પણ રહ્યો હતો એટલે એમનું આ માનવું વ્યાજબી પણ હતું પણ ધ્રાંગધ્રાના પરિવારોએ પોતાના ઘરના પાયા જાતે ખોદયા, ચણતરમાં સમજ નથી પડતી પણ vssm ના કાર્યકર જયંતીભાઈ અને હર્ષદને વારંવાર પૂછ્યા કરે, ‘બરાબર બંધાય છે ને? જયંતીનાથ?’ જયંતીભાઈ વાદી સમુદાયના નથી પણ આ વાદી પરિવારોએ એમને ‘નાથ’નો ખિતાબ આપ્યો છે. મૂળ તો vssm ના કાર્યકરોની લાગણીના કારણે જ આ એકમય થવાનું થાય છે. આ પરિવારો પર ભરોષો મૂકી ‘કાલુપુર બેન્કે’ રૂ.૧૦,૦૦૦ થી લઈને રૂ.૫૦,૦૦૦ સુધીની લોન પ્રત્યેક પરિવારને આપી છે જેનો પહેલો હપ્તો આજે આ પરિવારોએ ચૂકવ્યો છે. અઘારા સાહેબને આ વાતથી ખૂબ આશ્ચર્ય થયું.

વાદી પરિવારોને પોતાના ઘરમાં જવાની ઝંખના તીવ્ર છે. એમની આંખોમાં પોતાના ઘરની ખુશી અમે જોઈ શકીએ છીએ. vssm સાથે સંકળાયેલા સ્વજનોએ પ્રત્યેક પરિવારને ઘર બાંધવામાં રૂ.૨૫,૦૦૦ની મદદ કરી છે.. સૌનો આ તબક્કે આભાર માનું છું.. અને વધારે ને વધારે પરિવારોને વહાલપની વસાહતમાં લઇ જવામાં સૌ નિમિત બને એવી શ્રદ્ધા રાખું છું...
